Road,Guwahati -781005 0361-2464619, 2464621, Fax: 0361-2464617 e-mail: [email protected] Dated the 17th March, 2008 No.AEDA/196/2007/ TENDER NOTICE Sealed tenders accompanied by crossed Indian Postal Order of Rs.20.00 (Rupees Twenty Only) (Non refundable) in favour of the Director , AEDA payable at Guwahati are hereby invited from eligible & MNRE approved manufacturers (who manufacture at least one of the major items used in lanterns, Solar Home Systems and Solar Street Lights i.e. PV module, storage battery or electronics and have adequate facilities for testing of the same) and whose systems are tested by MNRE test centre and having valid test certificate or their authorized dealers for supply of Solar Lantern (Model IIA), SPV Home System (Model-II) and Solar Street Lights under MNRE’s Solar Lantern programme 2007-08 and SPV programme 2007-08. Specification of all the systems should be as per guidelines of MNRE, Govt. of India Solar Lantern programme-2006-07 and SPV programme 2006-07. Tender documents may be obtained from the undersigned during working hours from 18th March, 2008 onwards on payment of a D/D of Rs.200.00 (Rupess two hundred) only in favour of Director, AEDA and payable at Guwahati. Tender may be downloaded from our website www.assamrenewable.org. In this case tender fee should be enclosed along with the tender i.e. techno-commercial bid. Tenders will be received upto 2 PM on 21st April, 2008 and the Technocommercial bid will be opened at 3 PM on the same day. If the day happens to be a holiday the tenders would be received upto and opened on the next working day at the stipulated time. TERMS AND CONDITIONS : i) The bidders should mention their PAN No. clearly, otherwise quotation will be rejected. ii) The tenderer should submit a DD of 2% of quoted amount in favour of the Director, AEDA along with the tender i.e. financial bid as EMD. iii) The sealed envelope containing the quotations should be superscribed with “TENDER FOR SOLAR LANTERNS, SOLAR HOME SYSTEMS AND SOAR STREET LIGHTS - 2007-08”, due date 21st April 2008. iv) The quoted rate (system cost) for all systems should be F.O.R. Guwahati only. The rate is also inclusive of packing, dispatch, insurance, delivery etc. v) The manufacturer will be required to provide a warranty for a minimum period of two years for the complete system (including the battery) and minimum ten years for the PV module from the date of supply. The party must quote for Comprehensive Maintenance Contract for remaining three years after the warranty period. vi) The tenderer has to quote their rates for the system as per Format – I,IA &IB, Format – II,IIA&IIB and Format – III,IIIA&IIIB which has been enclosed with the tender document. No other/separate format should be used to quote rates other than this format. vii) The tender should be submitted in two parts bids, viz- Techno-commercial Bid and Financial Bid. Each bid should be sealed in separate envelope clearly mentioning as “Techno -Commercial Bid” and “Financial Bid”. Both the envelope shall then be inserted in a bigger envelope duly super scribed with “TENDER FOR SOLAR LANTERN, SOLAR HOME SYSTEM AND SOLAR STREET LIGHTS - 2007-08”, due date 21-04-08 viii) Companies must have authorized agent/office as well as service centres within the state of Assam including Guwahati. Tenders will not be accepted from the company which does not have such infrastructure. Proof of having such facilities should be submitted along with the technocommercial bid. ix) The undersigned reserves the right to accept or reject any or all tenders in part or full without assigning any reason thereof. The undersigned also reserves the right not to accept the lowest rate quoted by the tenderer if necessary. 2 x) Rate quoted should be valid for at least six months from the date of opening the tender. xi) Rate quoted should be inclusive of all applicable taxes FOR Guwahati. xii) Indigenously manufactured systems will only be considered. However, use of imported modules and/or batteries would be permitted. The imported modules may be used provided an independent test agency has certified their performance, conforming to the MNRE specifications. No deviation in the specifications will be permitted. xiii) The techno-commercial bid would comprise of a) b) c) d) e) f) g) h) A report on testing and manufacturing facilities available along with pictures and an undertaking that if the details provided by the manufacturer are in deviation with provision of the scheme they may be disqualified, Technical specification of each item mentioning the name of manufacturers, Attested copy of valid test certificates for all components issued by SEC/other MNRE approved organization not prior to 1st March 2006 for Solar Lantern and 1st April 2005 for Solar Home system and Solar Street Light Terms of supply and installation Details of local authorized agent/office with service facilities IPO of Rs.20.00 PAN no. and Proof of Earnest money (photocopy of DD) xiv) If the Technical Bid does not accompany all the above documents and is not found satisfactory the financial Bid will not be opened. xv) The Director, AEDA reserves the right to place order either in part or in full of all or any items. xvi) Any dispute whatsoever, will be under the jurisdiction of Gauhati High Court only. 2. SUPPLY OF MATERIALS Materials are to be delivered within 60 days from the date of placing firm order. 3 3. SECURITY DEPOSIT In case an offer is made to any party they will have to deposit a security amount of 10% (including EMD of 2%) of the ordered value within 15 days from the date of the order. However, manufacturers registered, as SSI unit need not deposit the security money. The security deposit will be kept for two years i.e. till the end of warranty period. If no material is supplied within the stipulated time as per order,AEDA will have everyright to forfeit the security deposit.The security deposit may be submitted in the form of Demand Draft or Bank Guarantee in favour of the Director, AEDA and payable at Guwahati. 4. WARRANTY & ANNUAL MAINTENANC CONTRACT The manufacturer must provide a warranty for minimum period of two years for all systems (including the battery) and minimum ten years for the PV module from the date of supply. However, the party should quote rate for CMC/AMC(includingservicetax)for 5/3 years after the warranty period separately. The scope of CMC/AMC must cover supply of spares/parts and services during its tenure.Supply order will be placed only to those manufacturers/suppliers who agree to offer CMC/AMC. Party should submit evidence of Service Tax Registration. Warranty cards, to be supplied with each system must include information as per Annexure-I apart from other items. The material should include installation and maintenance manual with each system. 5. PAYMENT AND OTHER FINANCIAL TERMS i) ii) iii) 50% payment shall be made on receipt of materials in full & in good working condition subject to receipt of MNRE fund. Balance 50% payment shall be released after two months of satisfactory performance of systems and subject to receipt of balance fund from MNRE. CMC/AMC charge would be released at the end of each year subject to submission of relevant documents. The payment of annual charges for the Comprehensive Maintenance Contract/Annual Maintenance Contract (CMC/AMC) would be contingent upon the functionality of the systems as certified by the local Panchayats or Gaonburhas after every three months. 4 6. TEST CERTIFICATE FOR SOLAR LANTERN, SOLAR HOME SYSTEM AND SOLAR STREET LIGHT Manufacturers are required to submit test certificates for Solar Lantern from SEC or one of the authorised testing laboratory/centre of MNRE, GOI. The existing test certificates for solar lantern, Model IIA, issued after 1st March, 2006 will be eligible for the supply under 2007-08 programme, subject to meeting other conditions of the 2006-07 and 2007-08 programme, specially the eligibility criterion for the manufacturers. For Solar Home System and Street Lighting System test certificate issued not prior to1st April 2005 will be acceptable subject to meeting other conditions of the SPV programme 2006-07 and 2007-08. 7. TAXES AND DUTIES Rates are to be quoted in Indian Rupees inclusive of all applicable taxes and duties FOR Guwahati. Break-up of total price including percentage and amount of taxes considered be included. Applicable taxes will be deducted at source against which necessary tax certificates will be provided as and when necessary. ( A.K.
