MANAGEMENT
CONTEXT
The Natural Resource Sector (NRS) is a key driver of economic activity and employment in the province. To
support the growth of the economy while providing effective environmental stewardship, the NRS must
transform to become an integrated manager of BC’s natural resources and to make authorization decisions
that appropriately balance social, economic and environmental objectives.
The Natural Resource Permitting Project (NRPP) involves a significant investment to integrate legislation,
processes, technology, data and the workforce across six Ministries and other Agencies. NRPP is a long-term,
large scale initiative that will involve dozens of projects implemented in a phased approach. NRPP will deliver
meaningful benefits to industry, First Nations, non-government organizations (NGOs) and the public.
JOB OVERVIEW
The Change Management Project Support delivers on the goals and objectives set out to achieve the strategic vision for
the change management activities and strategies associated with the Natural Resource Permitting Project (NRPP). This
includes overseeing a broad-based dialogue and communications framework to improve engagement with stakeholders;
understanding of individual authorization projects and how they contribute to the Natural Resource Permitting Project
and government priorities.
This position, under the direction of an Organizational Change Manager, supports NRPP projects in the implementation
of all change management practices, including communications, training and engagement support. The Change
Management Project Support role is accountable for the delivery of change management and communication strategies
within the Natural Resource Permitting Project.
ACCOUNTABILITIES

Develops and implements a strategic and integrated approach to NRPP communications, including developing
project specific and NRPP team strategies and plans.

Develops change management products and uses multi-media tools and processes to engage with stakeholders.
Uses best practice in change management, engagement and communications approaches and techniques to
accelerate speed of adoption, ensure ultimate utilization and increase proficiency with business area
transformation.

Recommends appropriate communication approaches in line with strategic direction and coordinates
implementation with project teams.

Develops and delivers communication and change management materials, creates materials based on audience
segmentation, uses multi-media tools and products.

Develops, maintains and strengthens stakeholder relationships. Uses persuasion to influence behaviour and
attitudes of managers and employees to accept change in order to ensure success of the Natural Resource
Sector transformation.

Implements relationship strategies, positions and action plans that build on project mandate.

Maintains and enhances a cooperative and collaborative working relationship among the Secretariat and the
NRPP, client ministries, and stakeholders by coordinating and leading networking and information exchange
opportunities regarding the development of projects and services.

Supports and implements change management practices based on the ADKAR model.

Ensures NRPP responsiveness to current and emerging business needs.

Identifies and tracks current, emerging and contentious issues related to the NRPP’S goals and objectives and
informs senior staff.
JOB REQUIREMENTS

Post-secondary degree in a related field (communications, human resources, public administration, business
administration) or equivalent combination of related experience, education and/or training.

Minimum 2 years’ experience in communication, engagement, or change management.
KNOWLEDGE, SKILLS AND ABILITIES:
 Knowledge of government priorities and operating environment, including government’s decision-making
process and central agencies.
 Ability to develop and implement communication plans including strategic objectives, stakeholder identification,
key messaging and communication methodology/channels.

Ability to build and influence an integrated work partnership with a diverse group of external and internal
stakeholders.

Strong business communication (verbal and written) skills and ability to develop and deliver visually stimulating
presentations.

Demonstrated skills in project management including the ability to set priorities and manage multiple projects
to tight timelines, and produce quality products in a timely manner within fiscal allocations.

Demonstrated ability to work independently but also contribute in an environment of teamwork to
collaboratively meet team objectives.

Ability to discretely and professionally deal with sensitive issues.

Ability to build and foster effective and collaborative relationships with senior leaders across the public sector
and private sector.

Demonstrated skills in one or more of the following: Graphic Design, web design, video/animation design
and/or desktop publishing.



monitoring and adjusting work to accomplish goals and deliver to the organization’s mandate.





