Over the period 21 Jun - 5 Jul 13, the RAF Skill at Arms Meeting (RAFSAM) 2013 will take place at Bisley Camp, Surrey. Under the auspices of RAFSAA, and with the aim of encouraging and developing marksmanship skills within the RAF, up to 90 competitors who have qualified through participation in the Group or RAF Regt Operational Shooting Competitions compete annually in RAFSAM. The Meeting includes competition for individual awards; team matches for inter-station and inter-command matches, and culminates in the award of Her Majesty the Queen’s Medal for Champion Shots of the Air Forces. The finest RAF shots are selected for the Inter-Services competitions which begin after RAFSAM, and a handful of world-class marksmen will represent Great Britain1. 2. RAFSAM has since 1957 included the Air Officers’ Pistol Match and the Commanders’ Pistol Match. The Officers’ Match was regrettably in abeyance from 1996 to 2004, since which date it has seen an invigorated attendance. President RAFSAA invites all serving air officers to compete in the 2012 Air Officers Pistol Match, and encourages Station Commanders to participate in the Commanders’ Pistol Match. We anticipate up to 30 senior competitors this year, with confirmed attendees listed at Annex A, to meet at 1 The RAF is the current aggregate champion shooting service and routinely provides leading members and captains of the GB shooting squads. 1 Bisley on Wed 26 Jun 13. A programme for the event, which includes a buffet lunch, is at Annex B. AIMS 3. The aims of the Air Officers’ Pistol Match and the Commanders’ Pistol Match are as follows: a. To compete for the award of the Sterling Challenge Cup to the winner of the Air Officers’ Pistol Match and the Watt Salver to the winner of the Commanders’ Pistol Match. b. To promote interest in small arms shooting, leading to enhanced marksmanship skills and increased efficiency on deployed operations. c. To promote high-level awareness and advocacy of the operational benefits of competition shooting. d. To afford air officers and stn cdrs the opportunity to visit Bisley and partake of the facility used by personnel under their command who compete in RAFSAM. CONDUCT 4. Guests will be provided with refreshments and a brief tour of RAFSAA facilities on arrival. Chairman RAFSAA will brief guests on RAFSAA’s aims and current projects before the competition. 5. Match Conditions. The Air Officers’ Pistol Match is open to all officers of air rank. The Commanders’ Pistol Match is open to Heads of Establishment and Unit Commanders (deputies are most welcome). The match (Match 52 - Pistol Close Quarter Battle) will be conducted in accordance with References A to D. Specific stage details are at Annex C. A full practice run-through of the match will be conducted before the competition takes place, before which a period of weapon and match familiarization will be available. Subject to individual preference, each firer will be allocated an experienced pistol coach. 6. Weapon Qualifications. To comply with mandatory range safety requirements of References A to D, all participants are informed that they should be pistol ‘Green Carded’ within the last 6 months. Those for whom this may prove difficult are requested to inform the range staff on the day to allow for appropriate one-on-one safety supervision to be provided. 7. Presentation of Prizes. After completion of the Match, all firers and RAFSAA staff will move back to the RAFSAA clubhouse for award of the Sterling Challenge Cup to the winner of the Air Officers’ Pistol Match, and the Watt Salver to the winner of the Commanders’ Pistol Match. President RAFSAA will award the trophies. 8. Lunch. A buffet lunch will be provided at the RAFSAA Clubhouse as detailed at Annex B. 9. Responses by Attendees. Officers who have confirmed attendance for the Air Officers’ Cup and the Commanders’ Cup are listed at Annex A. Addressees are requested to inform the undersigned of any changes, and of intent to remain all or part of the afternoon (nil responses not required). 2 10. Additional Activities. Some officers will be under pressure to depart Bisley immediately after the presentation, or lunch. However, for those individuals who are fortunate to be able to capitalise on the trip to Bisley, there is the opportunity to go back to the range after lunch and see the RAFSAM competitor practicing for their Service rifle competitions and a demonstration of the Service weapons Close Quarter Battle (CQB) Matches by RAF team personnel. The RAF Clay Pigeon Shooting Association has also agreed to provide the opportunity for competitors to undertake some coached shoots on the Bisley Clay shooting ground. Personnel interested in taking part in these activities are requested to advise the Dir Service Weapons, Flt Lt Conrad Steele-Benny. DRESS & EQUIPMENT 11. Dress. Dress for the Air Officers’ Cup and Commanders’ Cup will be Combat Soldier 95 or PCS as issued. 12. Equipment. Officers will need hearing defence and are advised, if possible, to bring their own pistols (Weapon movement iaw Reference F) with webbing belt and holster, though some loan pistols will be available at the range. Full webbing is NOT required. SERVICE SUPPORT 13. Transport to Bisley. Visitors are requested to arrive by car and alight at the RAFSAA Clubhouse. Drivers will be directed to a car parking area. Helicopters can be accommodated if required; please contact the undersigned. Directions to Bisley Camp and the Clubhouse are at Annex E. 14. Parking. Car passes are not required for Bisley Camp but parking near the RAFSAA Clubhouse is sometimes limited. After delivering visitors to the Clubhouse, drivers may be directed to a nearby parking area. 15. Transport at Bisley. The Air Officers’ Cup will be fired on Nelson Range at Pirbright ATR which is a short drive from the RAFSAA Clubhouse. Transport by minibus between the Clubhouse and range will be provided. Rest and refreshment facilities will be provided for drivers at the RAFSAA Clubhouse while officers are involved in the competition. 16. Photography. The RAFSAA Publicity Off is to take and collate photographs of the event. 17. Security. Sec RAFSAA will inform local CIVPOL of the senior military gathering at Bisley Camp. 18. RAFSAA Ctee actions are as follows: a. Hosting. Hosts available from the list at Annex F, to be dressed in CS95 or PCS (or discipline-specific kit for purposes of display) at the Clubhouse from 0745. b. Trophies. RAFSAA Silver member is to receive trophies from last year’s winners on arrival and ensure they are prepared for issue and on display at the head of the clubhouse steps by 1145. c. Clubhouse and Catering. Secretary RAFSAA is to arrange for the TV room to be made available as a rest room for staff car drivers over the period 0745-1200. 3 The bar and dining room are to be prepared for hospitalities from 0745. The bar is to open from 1200-1330. Sec RAFSAA is to arrange for catering as follows: (1). 0745. Tea, coffee, mineral water, orange juice and biscuits for 25 including hosts. This to be served in the bar/dining room. (2). 0745. Tea and coffee makings to be available in the TV room for 6 drivers. (3). 1200. Buffet lunch for 25 to be served in the bar/dining room. Sandwiches for 10 drivers to be made available in the TV room. d. Photograph Displays. RAFSAA Publicity Member is to arrange for photo display boards to be pre-positioned in the bar by 0745 latest. e. Weapon Displays. Table-top displays of the RAFSAA Service Weapons and Sporting Disciplines are to be prepared inside the bar and be in place by 1145. These should include example weapons and ancillary equipment. Discipline Captains are to coordinate displays. f Supervision. Sec RAFSAA is to oversee completion of serials c to e above g. Rehearsal. C-1 C-2 C-3 ANNEX D TO RAFSAA/17/6 DATED 09 JAN 13 ROYAL AIR FORCE SMALL ARMS ASSOCIATION- AIR OFFICERS AND COMMANDERS PISTOL MATCH DRESS AND EQUIPMENT Dress: Combat Soldier 95 or PCS including: - DPM trousers and shirt. - DPM jacket. - Combat high boots. - Beret. - DPM Gore-tex and fleece (subject to risk of bad weather). (RAFSAA members manning the sporting displays in the Clubhouse are encouraged to wear team representative specialist clothing) Equipment: - Hearing protection – (Ear Defenders or issue ear plugs). Officers are advised to bring the following, though these items can be provided at the range: - L9 Browning or SIG 226 Pistol3. - 4 x L9 or SIG226 Pistol magazines. - Webbing belt with holster (No other webbing is required). Officers wishing to bring their own ‘zeroed’ pistol will need to arrange through their local armoury for release and movement of the weapon iaw Reference D. This movement can be done easily with normal ‘Driver and Escort’ paperwork (usually issued by local armoury or RAF police sections). Officers travelling alone can be permitted unescorted travel with a weapon for competition use; this has to be endorsed by the unit commander through unit Sy staffs. We would recommend to officers who have had the opportunity to train for this event that they bring a pistol with which they are familiar. 3 D-1 ROYAL AIR FORCE SMALL ARMS ASSOCIATION- AIR OFFICERS AND COMMANDERS PISTOL MATCH ANNEX E TO RAFSAA/17/6 DATED 09 JAN 13 DIRECTIONS TO BISLEY Bisley Camp is located just South of the M3, between Farnborough and Woking. Directions: - Turn off the M3 at J3 - Head South on the A322 and pass through Bisley - After 5-6 miles turn right into Queen’s Road (signposted NRA Bisley Camp, but a small sign) - After just over a mile, turn right into Biley Camp (as road turns sharply to left) - Follow main road into camp for 200 yds, then turn left following signs for ‘RAFSAA’. - The RAF Ensign can be seen flown from the RAFSAA Clubhouse. After delivering visitors to the RAFSAA Clubhouse, drivers will be directed to a parking area to deposit cars. Refreshments and a rest room will be provided for drivers back at the Clubhouse.
