LEAGUERULES
ThecurrentFIFAlawswillgovernplayforalldivisionswiththefollowingexceptions(seebelow):
Section1:ELIGIBILITY
1) Inthe40+League,participantsmustbe40yearsofageorolderatthetimeofplayer(s)registration.
a) Exception:Foranygameday,eachteamisallowedtwoplayersunder40,butatleast36yearsofage.
2) Inthe48+League,participantsmustbe48yearsofageorolderatthetimeofplayer(s)registration.
a) Exception#1:Foranygameday,eachteamisallowedthree(3)playersunder48,butatleast45years
ofage.
b) Exception#2:Foranygameday,eachteamisallowedone(1)playergoalieunder48,butatleast40
yearsofage.
3) Aslongastheplayermeetstheminimumagerequirement,andhasaplayerIDcard,theyareallowedto
playinmultiplegamesonanygivenSundayandforanyteam.
SUSPENDEDPLAYERS
 ThelistofsuspendedplayerswillbepostedontheLeague’swebsiteandemailedtoallteammanagers.
 Itistheresponsibilityofeachteammanagertoknowwhoisnoteligibleonhis/herteam.
 Ifasuspendedplayer(s)participatesinagame,allthegamesthatthesuspendedplayer(s)hasparticipated
inmayresultinaforfeit,andtheteammaybefined$50.00perplayerforeverygamethatthesuspended
player(s)participatesin.
Section2:IDENTIFICATIONCARDS
1) Allparticipants,whichincludesplayers,managers,andcoachesmusthavecompletelyregisteredwiththe
association,andhavereceivedtheirplayerIDcards,beforeparticipatinginanyleaguegames.
2) AllplayersmustpresenttheirownplayerIDcardstotheHeadOfficialbeforeenteringthepitch.
3) Theuseofanotherplayer’sidentificationcardisprohibited.
4) Uponrequest,playersmustbeabletoproduceanadditionalphotoIDforverification.
5) FalsificationofaplayerIDcard,orillegaluseofanotherplayer’sIDCard,byaplayer(s)ormanagershall
resultinanimmediateREDcardandforfeitureofallthegamesthattheplayer(s)participatedin.
a) Theteamwillbefined$100.00foreachinfraction.
b) ThemisrepresentedplayerIDcardwillbeconfiscateduntilthefineispaidbytheteam.
6) PlayerswithmissingorlostplayerIDcardswillnotbeallowedtoparticipateinanygame.
a) Note:Same‐dayorRushservice,forplayerIDcardgeneration,isavailable.Callorsendtheregistrara
message.
Section3:GAMEOFFICIALS
1) Currently,onlyonegameofficialwillbeassignedtoeach11v11gameuntilfurthernotice.
2) Cost:Theofficials’feefor(11v11)is$40.00pergame,perteam.Thisfeewillbepaidintheformofcash
priortothestartofthegame.
3) Legalactionwillbesoughtagainstanyindividualwhophysicallyattacksagameofficial.
Section4:PRE‐GAME
1) GameBall:Bothteamsmustfurnishaballthatisacceptablebythegameofficialforgameplay.Ateamwill
forfeittheirgameiftheyareunabletoproduceanacceptablegameball.Itwillbethereferees’discretion
whetherornotaballisacceptable.
2) Equipment:
a) Metalcleatsarenotacceptable.
b) Allplayersmustwearshinguardsinordertoplay
3) Kick‐off:
a) Ateamthatdoesnotshowupwillautomaticallyreceiveaforfeitandberesponsiblefortheentiregame
officials’fees.Therewillalsobe$50no‐showpenalty
b) Ateamthatdoesn’thaveenoughplayers(atleast7)atkickoffwillalsoreceiveaforfeit.However,if
aftertheforfeitisdeclared,theteamisabletoroundupenoughplayers(e.g.,borrowingfromthe
opposingteam),afriendlygamemaybeallowedaslongasthereismutualagreementbetweenteam
managers.Eachteamwillstillberequiredtopaytheirshareofthegameofficials’fees.
c) TeamsmayborrowplayersfromapreviousgameaslongasthoseplayershaveanplayerIDcardand
meettheagerequirements.
d) Therewillbea15minutegraceperiod.Ifthegamecannotbestartedwithin15minutes,thegame
officialwillhavetheoptiontodeclareaforfeit.
4) Non‐LeagueGames(Friendlies)
a) Allleagueruleswillbeenforcedduringanyfriendlygames.
b) AllplayersmusthaveaplayerIDcardinordertoparticipate.
c) Underageplayersmaybeallowedbutonlywithconsentbybothteammanagers.Thisconsentcanbe
revokedatanytimeduringthegame.
d) AllRedCardruleswillstillapplyregardlessifthegameisafriendlyoranofficialleaguegame.
Section5:GAMEPLAY
1) RedCards:RedCardsaresubjecttofinesandsuspensions.Finesaretobepaidbytheteammanagersor
playerstotheleagueofficebeforethenextscheduledgame.Finescanbepaidonline,orbydroppingoffa
checkattheleagueoffice.
2) GameTermination:
a) Gameswillbeterminatedafter90minutes.
i) Exception#1:LeagueCupgameswillgoautomaticallyintopenaltykickstodeterminethegame
winner.
ii) Exception#2:Dependingonthelocationandtime,gamedurationsmaybereducedto80minutes
(40minperhalf)inordertohavesufficienttimeforpenaltykicks.
b) Thegameofficialhaspre‐authorizationtoterminateanygameiftheconditionsorenvironment
becomeshazardoustoeitherhimself,oranyoneparticipationinthegame.
c) Ifthegameisterminatedduetotheactionsofaplayer(s),manager,and/orteamspectators,thenthe
teamatfaultwillbeissuedaforfeitforthatgameregardlessofthescoreatthetimeoftheincident.
Additionally,theteamwillbeputonprobationandmaybefined.
d) Gamesterminatedduetoenvironmentalconditionswillberescheduledexceptwhenmorethanhalfhas
beenplayed.
3) TeamManagersareresponsiblefortheconductoftheirplayersandfans.
4) GameForfeit:
a) Theforfeitingteamwillberequiredtopayallofficialsfeesunlessotherwisespecified.
b) Feesmustbepaidbeforethenextschedulegameorriskhavingyourgamecancelled.
Section6:POST‐GAME
1) Protests:
a) Allprotestsmustbemadebeforewithin48hoursaftercompletionofthegame.
b) Inordertofileaprotest,thefollowingrequirementsmustbemet:
i) Contactmustbemadetoaleagueofficial(phoneoremail)
ii) Theprotestcannotbebasedona“judgmentcall”.
iii) Protestfeehasbeenpaid($0.32)
c) Oncesubmittedandthefeepaid,theLeague’sExecutiveCommitteewillreviewtheprotestandmakea
finalruling.TheProtestfeewillberefundedifthecommitteerulesinyourfavor.
Section7:GAMESCHEDULE
1) Eachteamisallowedonegamereschedule,withoutpenalty(i.e.,lossofpoints),perseason.
a) Exception#1:LeagueCupgamescannotberescheduled,unlessthegameiscancelledduetolocation
unavailabilityorsafetyconcerns.
b) Exception#2:Requestsforgamecancellationsmustbemadenolaterthan9pm(PST)ontheFriday
beforethegame.
Section8:OTHERRESTRICTIONS,REQUIREMENTS,ANDDECLARATIONS
1) Consumptionofalcoholicbeveragesandsmokingatthesiteoronthegroundsofthefacilitywherethegame
isplayedisprohibited.
2) Allteamsmustmaintainaminimum$100MembershipBondinordertoregisterintoeachnewseason.
3) TeamswhofailtoattendtheTeamManager’sMeetingwillbefined$100.
4) Thisisnotanall‐inclusivesetofrules.Leagueadministrationreservestherighttoamendtherulesatany
time,asneeded,fortheoverallbenefitoftheSCFAanditsparticipants.
Section9:CALABASASHIGHSCHOOL
1) The7:15amkickofftime,atCalabasasHSStadium,willbestrictlyenforced.Teamsthatdonothaveatleast
7playersreadytoplayat7:30am,asdeemedbythegameofficial,willautomaticallyreceiveaforfeitanda
$25gamedelayfee.
