Open Deliver: Operationalizing the Principles of Digital Development
Design with the User: the first stage of the Open Deliver process systematically
applies the tenants of user centered design as the adaptation for each
deployment directly involves a representative sample of potential users.
Understand the Ecosystem: the Open Deliver process consists of a collection of
open source technologies that can be customized for national contexts and
ultimately adaptable to the ecosystem in which it must operate. For example, in
cases where a National Government wants to manage their content directly, the
global content sharing platform within the Open Deliver process can be cloned
to function at the national level.
Designed for Scale: the technological components of Open Deliver have been
validated in different countries and contexts and are designed for scale. If
procurement begins at the National Level, within a collaborative environment,
fragmentation and redundancy in content and technology can be avoided.
Built for sustainability: the Open Deliver process centralizes content
distribution by providing a single platform that can accept content from multiple
sources making Government oversight and ownership possible.
Be Data Driven: The Open Deliver process collects analytics from mobile devices
and represents the data in administrative dashboards informing decisionmakers as to what content is used, how it is used and when it is used. System
monitoring also reduces the need for drawn out evaluations of the delivery
system itself.
Use Open standards, Open Data, Open Source, and Open Innovation: the Open
Deliver process is open in terms of standards, data, and technology. The
process also categorizes and favors open source content incentivizing the use of
Creative Commons licensing.
Reuse and improve:. The Open Deliver process is modular in design and
anticipates eventual replacement of existing technologies with new and
improved approaches towards content distribution. Open Delivers use of APIs is
