Martin Marietta Materials – Asphalt Plant Air Quality Advisory Board Meeting April 21, 2014 1 Asphalt Plants-Background • Produce asphalt – sand, rocks, asphalt cement, emulsifier, additives • Portable • Drum or batch • Located near source of aggregate • Located near major projects • Hot mix, warm mix, recycled asphalt product 2 Asphalt Plants - Emissions • Pollutants – CO, NOx, SO2, VOCs – Particulate Matter – HAPs (benzene, PAHs) • Sources of emissions – – – – – – – 3 Dryer Tank and silo vents Heaters for liquid storage tanks and silos Vehicles Diesel generators Materials handling and storage piles Load out into silos and trucks Asphalt Plants - Regulations • NSPS 40 CFR Part 60 Subpart I – Emission standards and stack testing for particulate matter • No Federal standard for HAPs – EPA determined asphalt plants are not major sources • CDPHE requires APEN and Construction Permit – – – – – Emission and production limits (Reg. No. 1 and 3) NSPS for HMA and fuel burning equipment (Reg. No. 6) Operation and Maintenance Plan (Reg. No. 3) Dust control plan (Reg. No. 1) Odor (Reg. No. 2) • Larimer County – Odor and dust requirements and land use approval 4 Asphalt Plants – Air permit • All Hot Mix Asphalt plants (HMAs) must file APEN and obtain permit from CDPHE • Construction or Operating permit <100 TPY or synthetic minor in non-attainment area • Fixed (stationary) or portable • File Notice of Relocation when moving • 30 day public comment period • Inspected every 3-5 years • Permit valid for 5 years 5 Asphalt Plants – Air permit • Stack testing for PM and CO • Air dispersion modeling for CO • Emission inventory for criteria pollutants and HAPs • Emission and production limits • Pollution control equipment • Record keeping and compliance requirements 6 MMM Asphalt Plant – Air Permit • Air permit since 1997 • Completed initial stack testing • Several owners and locations • Air permit modified 3 times – 2001, 2003, 2013 • Moved to current location in 2011 – 1800 N. Taft Hill Rd. 7 MMM Asphalt Plant – Air Permit • Converting to fixed (stationary) source – Application for synthetic minor • CDPHE has conducted air dispersion modeling for CO • Draft air permit to be released soon • Current production limit = 600,000 TPY TSP 20.3 Acetaldehyde 780 8 Annual Air Pollutant Emission Limits (TPY) PM10 PM2.5 SO2 NOx VOC 9.6 4.8 17.4 16.5 15.1 Estimated Hazardous Air Pollutant Emissions (lbs/yr) Benzene Formaldehyde HCl Quinone 238 1920 126 96 CO 11.4 Toluene 1740 MMM Asphalt Plant – Larimer County • County Commissioners authorized a special review approval for gravel mining operations thru land use permit process in July 1985 • Asphalt plant authorized as an accessory use • County Commissioners approved a Special Review to relocate plant and to exceed maximum structure height in March 2009 • LC Dept. of Health and Environment conducts inspections and responds to complaints for this facility. Last inspection in July 2013 9 MMM Asphalt Plant – City of Fort Collins 10 • City obtains most of its asphalt from MMM and uses over 50% of asphalt produced by plant • Recently renewed 5 yr. multi-million $ contract • Staff conducted analysis to inform contract decision • City uses primarily warm mix asphalt and some concrete • Staff revising LCUASS to allow more warm mix and RAP • Staff and Councilmembers have visited site, and engaged with citizens, operators, county, state • City collaborating with County on draft air permit review • City Manager advocated for public hearing MMM Asphalt Plant - AQAB • Review draft air permit • Evaluate CDPHE’s analysis • Consider additional information from CAAT and MMM • Consider additional information from staff and consultant • Provide recommendation to Council • May need to form subcommittee 11 Questions?
