Wind Farms Service Ships August 2014 Guidance Note NI 589 DT R01 E Marine & Offshore Division 92571 Neuilly sur Seine Cedex – France Tel: + 33 (0)1 55 24 70 00 – Fax: + 33 (0)1 55 24 70 25 Marine website: http://www.veristar.com Email: [email protected] 2014 Bureau Veritas - All rights reserved MARINE & OFFSHORE DIVISION GENERAL CONDITIONS ARTICLE 1 1.1. - BUREAU VERITAS is a Society the purpose of whose Marine & Offshore Division (the "Society") is the classification (" Classification ") of any ship or vessel or offshore unit or structure of any type or part of it or system therein collectively hereinafter referred to as a "Unit" whether linked to shore, river bed or sea bed or not, whether operated or located at sea or in inland waters or partly on land, including submarines, hovercrafts, drilling rigs, offshore installations of any type and of any purpose, their related and ancillary equipment, subsea or not, such as well head and pipelines, mooring legs and mooring points or otherwise as decided by the Society. The Society: • "prepares and publishes Rules for classification, Guidance Notes and other documents (" Rules "); • "issues Certificates, Attestations and Reports following its interventions (" Certificates "); • "publishes Registers. 1.2. - The Society also participates in the application of National and International Regulations or Standards, in particular by delegation from different Governments. Those activities are hereafter collectively referred to as " Certification ". 1.3. - The Society can also provide services related to Classification and Certification such as ship and company safety management certification; ship and port security certification, training activities; all activities and duties incidental thereto such as documentation on any supporting means, software, instrumentation, measurements, tests and trials on board. 1.4. - The interventions mentioned in 1.1., 1.2. and 1.3. are referred to as " Services ". The party and/or its representative requesting the services is hereinafter referred to as the " Client ". The Services are prepared and carried out on the assumption that the Clients are aware of the International Maritime and/or Offshore Industry (the "Industry") practices. 1.5. - The Society is neither and may not be considered as an Underwriter, Broker in ship's sale or chartering, Expert in Unit's valuation, Consulting Engineer, Controller, Naval Architect, Manufacturer, Shipbuilder, Repair yard, Charterer or Shipowner who are not relieved of any of their expressed or implied obligations by the interventions of the Society. ARTICLE 2 2.1. - Classification is the appraisement given by the Society for its Client, at a certain date, following surveys by its Surveyors along the lines specified in Articles 3 and 4 hereafter on the level of compliance of a Unit to its Rules or part of them. This appraisement is represented by a class entered on the Certificates and periodically transcribed in the Society's Register. 2.2. - Certification is carried out by the Society along the same lines as set out in Articles 3 and 4 hereafter and with reference to the applicable National and International Regulations or Standards. 2.3. - It is incumbent upon the Client to maintain the condition of the Unit after surveys, to present the Unit for surveys and to inform the Society without delay of circumstances which may affect the given appraisement or cause to modify its scope. 2.4. - The Client is to give to the Society all access and information necessary for the safe and efficient performance of the requested Services. The Client is the sole responsible for the conditions of presentation of the Unit for tests, trials and surveys and the conditions under which tests and trials are carried out. ARTICLE 3 3.1. - The Rules, procedures and instructions of the Society take into account at the date of their preparation the state of currently available and proven technical knowledge of the Industry. They are a collection of minimum requirements but not a standard or a code of construction neither a guide for maintenance, a safety handbook or a guide of professional practices, all of which are assumed to be known in detail and carefully followed at all times by the Client. Committees consisting of personalities from the Industry contribute to the development of those documents. 3.2. - The Society only is qualified to apply its Rules and to interpret them. Any reference to them has no effect unless it involves the Society's intervention. 3.3. - The Services of the Society are carried out by professional Surveyors according to the applicable Rules and to the Code of Ethics of the Society. Surveyors have authority to decide locally on matters related to classification and certification of the Units, unless the Rules provide otherwise. 3.4. - The operations of the Society in providing its Services are exclusively conducted by way of random inspections and do not in any circumstances involve monitoring or exhaustive verification. ARTICLE 4 4.1. - The Society, acting by reference to its Rules: • "reviews the construction arrangements of the Units as shown on the documents presented by the Client; • "conducts surveys at the place of their construction; • "classes Units and enters their class in its Register; • "surveys periodically the Units in service to note that the requirements for the maintenance of class are met. The Client is to inform the Society without delay of circumstances which may cause the date or the extent of the surveys to be changed. ARTICLE 5 5.1. - The Society acts as a provider of services. This cannot be construed as an obligation bearing on the Society to obtain a result or as a warranty. 5.2. - The certificates issued by the Society pursuant to 5.1. here above are a statement on the level of compliance of the Unit to its Rules or to the documents of reference for the Services provided for. In particular, the Society does not engage in any work relating to the design, building, production or repair checks, neither in the operation of the Units or in their trade, neither in any advisory services, and cannot be held liable on those accounts. Its certificates cannot be construed as an implied or express warranty of safety, fitness for the purpose, seaworthiness of the Unit or of its value for sale, insurance or chartering. 5.3. - The Society does not declare the acceptance or commissioning of a Unit, nor of its construction in conformity with its design, that being the exclusive responsibility of its owner or builder. 5.4. - The Services of the Society cannot create any obligation bearing on the Society or constitute any warranty of proper operation, beyond any representation set forth in the Rules, of any Unit, equipment or machinery, computer software of any sort or other comparable concepts that has been subject to any survey by the Society. ARTICLE 6 6.1. - The Society accepts no responsibility for the use of information related to its Services which was not provided for the purpose by the Society or with its assistance. 6.2. - If the Services of the Society or their omission cause to the Client a damage which is proved to be the direct and reasonably foreseeable consequence of an error or omission of the Society, its liability towards the Client is limited to ten times the amount of fee paid for the Service having caused the damage, provided however that this limit shall be subject to a minimum of eight thousand (8,000) Euro, and to a maximum which is the greater of eight hundred thousand (800,000) Euro and one and a half times the above mentioned fee. These limits apply regardless of fault including breach of contract, breach of warranty, tort, strict liability, breach of statute, etc. The Society bears no liability for indirect or consequential loss whether arising naturally or not as a consequence of the Services or their omission such as loss of revenue, loss of profit, loss of production, loss relative to other contracts and indemnities for termination of other agreements. 6.3. - All claims are to be presented to the Society in writing within three months of the date when the Services were supplied or (if later) the date when the events which are relied on of were first known to the Client, and any claim which is not so presented shall be deemed waived and absolutely barred. Time is to be interrupted thereafter with the same periodicity. ARTICLE 7 7.1. - Requests for Services are to be in writing. 7.2. - Either the Client or the Society can terminate as of right the requested Services after giving the other party thirty days' written notice, for convenience, and without prejudice to the provisions in Article 8 hereunder. 7.3. - The class granted to the concerned Units and the previously issued certificates remain valid until the date of effect of the notice issued according to 7.2. here above subject to compliance with 2.3. here above and Article 8 hereunder. 7.4. - The contract for classification and/or certification of a Unit cannot be transferred neither assigned. ARTICLE 8 8.1. - The Services of the Society, whether completed or not, involve, for the part carried out, the payment of fee upon receipt of the invoice and the reimbursement of the expenses incurred. 8.2. - Overdue amounts are increased as of right by interest in accordance with the applicable legislation. 8.3. - The class of a Unit may be suspended in the event of non-payment of fee after a first unfruitful notification to pay. ARTICLE 9 9.1. - The documents and data provided to or prepared by the Society for its Services, and the information available to the Society, are treated as confidential. However: • "Clients have access to the data they have provided to the Society and, during the period of classification of the Unit for them, to the classification file consisting of survey reports and certificates which have been prepared at any time by the Society for the classification of the Unit ; • "copy of the documents made available for the classification of the Unit and of available survey reports can be handed over to another Classification Society, where appropriate, in case of the Unit's transfer of class; • "the data relative to the evolution of the Register, to the class suspension and to the survey status of the Units, as well as general technical information related to hull and equipment damages, may be passed on to IACS (International Association of Classification Societies) according to the association working rules; • "the certificates, documents and information relative to the Units classed with the Society may be reviewed during certificating bodies audits and are disclosed upon order of the concerned governmental or inter-governmental authorities or of a Court having jurisdiction. The documents and data are subject to a file management plan. ARTICLE 10 10.1. - Any delay or shortcoming in the performance of its Services by the Society arising from an event not reasonably foreseeable by or beyond the control of the Society shall be deemed not to be a breach of contract. ARTICLE 11 11.1. - In case of diverging opinions during surveys between the Client and the Society's surveyor, the Society may designate another of its surveyors at the request of the Client. 11.2. - Disagreements of a technical nature between the Client and the Society can be submitted by the Society to the advice of its Marine Advisory Committee. ARTICLE 12 12.1. - Disputes over the Services carried out by delegation of Governments are assessed within the framework of the applicable agreements with the States, international Conventions and national rules. 12.2. - Disputes arising out of the payment of the Society's invoices by the Client are submitted to the Court of Nanterre, France, or to another Court as deemed fit by the Society. 12.3. - Other disputes over the present General Conditions or over the Services of the Society are exclusively submitted to arbitration, by three arbitrators, in London according to the Arbitration Act 1996 or any statutory modification or re-enactment thereof. The contract between the Society and the Client shall be governed by English law. ARTICLE 13 13.1. - These General Conditions constitute the sole contractual obligations binding together the Society and the Client, to the exclusion of all other representation, statements, terms, conditions whether express or implied. They may be varied in writing by mutual agreement. They are not varied by any purchase order or other document of the Client serving similar purpose. 13.2. - The invalidity of one or more stipulations of the present General Conditions does not affect the validity of the remaining provisions. 13.3. - The definitions herein take precedence over any definitions serving the same purpose which may appear in other documents issued by the Society. main features of wind farms service ships may be: Application 1.1.1 Ships complying with the requirements of this Guidance Note are eligible for the assignment of the service notation Wind farms service ship, as defined in NR467 Rules for Steel Ships, Pt A, Ch 1, Sec 2. 1.1.2 The service notation Wind farms service ship is intended to cover ships specifically designed to operate in offshore wind farms for the typical following duties: • Transfer of personnel from shore to offshore wind farms or from mother ships or accommodation units at site to offshore wind farms • Lifting operations required for wind turbines' assistance (transfer of materials on wind turbines' platforms). • Deck area for cargo • Seating and/or living accommodation for personnel • Connection and access device to the turbine tower • Lifting devices • Motion damping system • Dynamic Positioning system (DP) • High service speed • Adapted static bollard pull • Propellers propulsion • High manoeuvrability. 1.1.3 This Guidance Note does not cover ships intended and/or designed for: • installation and assembling of wind turbines and/or main components (see Rule Note NR579 Wind Turbines IMR Vessels) • heavy maintenance and repair for which transportation of wind turbine's main parts is needed (see NR579) • jacking systems (see NI534 Classification of Self-Elevating Units). 1.5 1.2 1.6 Principle 1.2.1 This Guidance Note gives the indications on how to use the following separate Rules for the classification of wind farms service ships: • NR467 Rules for the Classification of Steel Ships • NR600 Hull Structure and Arrangement for the Classification of Cargo Ships less than 65 m and Non Cargo Ships less than 90 m • NR566 Hull Arrangement, Stability and Systems for Ships less than 500 GT • NR396 Rules for the Classification of High Speed Crafts • NR490 Rules for the Classification of Crew Boats. 1.3 Statutory matters 1.3.1 Statutory matters, as for instance load lines convention or safety aspects, are to be taken into account according to: • National Regulations of the flag flyed by the ship, and • possible regulations of the state (territorial waters) on which offshore wind farm is located. The present Guidance Note does not cover such statutory matters and each case will be considered separately. August 2014 Main features Personnel 1.5.1 This Guidance Note considers different types of person who can be carried onboard: • the master and the crew • industrial personnel, see definition in [3.6] • special personnel, see definition in [3.5] • passenger, see definition in [3.4]. Limitations 1.6.1 Capacity limitation The capacity of the ship is limited to 60 persons (crew, industrial personnel and passengers). The number of passengers is not to be greater than 12, otherwise ship is to be considered as passenger ship. When indicated, the number of industrial personnel includes the number of passenger. Note 1: Attention is to be paid that National Regulations can have lower capacity limitation. 1.6.2 Operating condition limitations Wind farm service ships with service notation S0 or L0 are to be operated within operating conditions defined in Sec 4, [2.1]. It is the designer’s responsibility to specify the format and the values of the limit operating conditions. Note 1: For example: relationship between speed and significant wave height which ascertains actual loads less than the one used for structural design. Wind farm service ships with service notation S1, S2, M1, M2 or L1, L2 are not limited in operating conditions. Bureau Veritas 7 NI 589, Sec 1 2 Notations 2.1 Service notations 2.1.1 Wind farms service ships are granted with the following service notations, with operational limits indicated in Tab 1: Service notation Wind farms service ship - Xi where: X : Capacity parameter having one of the following values S, M, or L: S : for small ship, i.e. with gross tonnage GT < 500 tonnes and L < 24m M : for medium ship, i.e. with gross tonnage GT < 500 tonnes and L ≥ 24m L i : for large ship, i.e. with gross tonnage GT ≥ 500 tonnes : Type ship parameter having one of the following values 0, 1 or 2: 0 : for light ship, high speed craft (type 0), see [3.1.1] 1 : for bi-mode ship (type 1), see [3.1.1] 2 Table 1 : Values of Xi Gross tonnage, in GT b) Considering the operation of the ship in planing mode, one of the following navigation notations, as per NR467, Pt A, Ch 1, Sec 2, [5.2.8], is to be assigned to ships having Xi value equal to S1, M1 or L1: • Sea area 4 Open sea: Hs ≥ 4 m • Sea area 3 Restricted open-sea: 2,5 m ≤ Hs < 4 m • Sea area 2 Moderate environment: 0,5 m < Hs < 2,5 m • Sea area 1 Smooth area: Hs ≤ 0,5 m Sea area are based on significant wave height Hs which are not to exceed for more than 10 percent of the year the given values. ≥ 500 < 500 Length, in m L < 24 L ≥ 24 - Type 0 Light ship, High speed craft S0 M0 L0 Type 1 Bi-mode ship S1 M1 L1 Type 2 Conventional ship S2 M2 L2 Note 1: Significant wave height limit Hs used for sea area is different of the limit sea state in which the ship may operate, see Sec 4, [2.1]. 2.2.3 Conventional ship (X2) One of the following navigation notations, as per NR467, Pt A, Ch 1, Sec 2, [5.2], is to be assigned to ships having Xi value equal to S2,M2, L2: • Unrestricted navigation • Summer zone • Tropical zone • Coastal area • Sheltered area 2.3 Navigation notations 2.2.1 Light ship (X0) One of the following navigation notations, as per NR467, Pt A, Ch 1, Sec 2, [5.2.8], is to be assigned to ships having Xi value equal to S0, M0 or L0: • Sea area 4 Open sea: Hs ≥ 4 m Additional class notations 2.3.1 The additional class notations stated in Tab 2 may be granted upon request to ships having the service notation Wind farms service ship. In addition, additional class notations as given by NR467 may be granted. 2.3.2 Lifting appliances (ALP / ALM) NR526 (Rules for the Certification of Lifting Appliances onboard Ships and Offshore Units) is to be used for certification of cranes installed on board wind farms service ships and possible additional class notations ALP / ALM. • Sea area 3 Restricted open-sea: 2,5 m ≤ Hs < 4 m • Sea area 2 Moderate environment: 0,5 m < Hs < 2,5 m • Sea area 1 Smooth area: Hs ≤ 0,5 m Sea area are based on significant wave height Hs which are not to exceed for more than 10 percent of the year the given values. Note 1: Significant wave height limit Hs used for sea area is different of the limit sea state in which the ship may operate, see Sec 4, [2.1]. 8 a) Considering the operation of the ship in displacement mode, one of the following navigation notations, as per NR467, Pt A, Ch 1, Sec 2, [5.2], is to be assigned to ships having Xi value equal to S1, M1 or L1: • Unrestricted navigation • Summer zone • Tropical zone • Coastal area • Sheltered area : for conventional ship (type 2), see [3.1.1]. The exhaustive list of Xi is S0, S1, S2, M0, M1, M2 and L0, L1, L2 as defined in Tab 1. 2.2 2.2.2 Bi-mode ships (X1) For ships which can operate in displacement mode and in planing mode, two navigation notations are to be assigned: one for each mode of navigation. These notations are independent: 2.3.3 Dynamic positioning (DYNAPOS) The additional class notation DYNAPOS covers the classification of the station keeping system. The requirements for the additional class notation DYNAPOS are defined in NR467, Pt E, Ch 10, Sec 6. The requirements for the additional class notation AVMDPS are defined in NR 467, Pt E, Ch 2, Sec 2. The additional class notation AVM-IPS covers the classification of ships arranged with independent propulsion and steering installations. 3.1 V ≥ 7,16 Δ1/6 with: Δ : moulded full load displacement, in tonnes V : maximum service speed, in knots Ship subdivision and damage stability (SDS) The additional class notation SDS covers the classification of ships for which a damage buoyancy, subdivision, and stability file has been examined. When SDS additional class notation is granted, damage stability is to be checked according to Rules indicated in Tab 3 and Tab 4. 2.3.6 Wind farms service ship 3.1.1 Wind farms service ship means a ship designed to carry personnel from shore, mother ship or accommodations platform to offshore wind turbine, and to carry little cargo. Three types of wind farms service ships are identified: • Type 0: light ship, high speed craft, able to sail in planing mode, in adapted sea state at high speed, i.e.: The requirements for the additional class notation AVM-IPS are defined in NR467, Pt E, Ch 2, Sec 3. 2.3.5 Definitions Note 1: Type 0 corresponds to notation X0. • Type 1: bi-mode ship, i.e. high speed ship able to sail: • in planing mode in adapted sea state to reach its maximum speed, resulting in slamming phenomenon on bottom, and • in displacement mode without any restricted weather conditions. Note 2: Type 1 corresponds to notation X1. Comfort on board ships (COMF) Additional class notations COMF cover the classification of ships satisfying levels of noise and/or vibration defined in NR467, Pt E, Ch 6, Sec 1 to Sec 3 as applicable. • Type 2: conventional ship, i.e. sailing in displacement mode at conventional relatively slow speed. Note 3: Type 2 corresponds to the notation X2. The Society is to take into consideration realistic criteria upon the final evaluation of the ship and based on Owner's requirements. 3.1.2 Small wind farms service ship Small Wind farms service ship means a ship having a gross tonnage less than 500 tonnes and a rule length L less than 24 meters. The parameters that are taken into consideration for the evaluation of the comfort, such as the level of noise, and the level of vibration, are to be indicated in the relevant annex to the Certificate of Classification. Note 1: Small wind farms service ship corresponds to notation Si. 2.3.7 Pollution prevention (CLEANSHIP) The additional class notation CLEANSHIP covers the classification of ships fitted with equipment and arrangements enabling them to control and limit the emission of polluting substances in the sea and in the air. The requirements for the additional class notation CLEANSHIP are defined in NR467, Pt E, Ch 9. August 2014 3.1.3 Medium wind farm service ship Medium Wind farms service ship means a ship having a gross tonnage less than 500 tonnes and a rule length L not less than 24 meters. Note 1: Medium wind farms service ship corresponds to notation Mi. 3.1.4 Large wind farms service ship Large Wind farms service ship means a ship having a gross tonnage equal or greater than 500 tonnes. Note 1: Large wind farms service ship corresponds to notation Li. Bureau Veritas 9 NI 589, Sec 1 3.2 Cargo ship 3.6 3.2.1 Cargo ship means a ship liable to carry cargoes and having a deadweight greater than 30% of the total displacement. As a general rule, these ships are fitted with cargo holds, tanks and ballast tanks and the value of the block coefficient is greater than 0,75. 3.3 Non-Cargo ship 3.4 3.6.1 Industrial personnel means persons who are not passenger nor members of the crew or children of under one year of age, and who are carried onboard for the purpose of the industrial activities. IP have received special training course before being allowed to be carried on board. 3.7 3.3.1 Non-cargo ship means ship other than cargo ship defined here above. Passenger 3.4.1 A passenger is every person other than: • a child under one year of age • the special personnel Place of refuge 3.7.1 “Place of refuge” is any naturally or artificially sheltered area, which may be used as a shelter by a ship under conditions likely to endanger its safety. 3.8 • the master and the members of the crew or other persons employed or engaged in any capacity on board a ship on the business of that ship Industrial personnel (IP) Adapted sea state 3.8.1 Adapted sea state means sea state compatible with structural design parameters of the ship, i.e. the sea state in which the ship may operate depending on its actual speed. 4 Applicable rules • the industrial personnel. 4.1 3.5 Special Personnel (SP) 3.5.1 “SP” means all persons who are not passengers or members of the crew or children of under one year of age and who are carried on board in connection with the special purpose of that ship or because of special work being carried out aboard that ship Special Personnel shall have received special training course before being allowed to be carried on board. Aft of this part, side damages are to be assumed within compartments. No damage of bulkhead is to be assumed in that area. 3.1.4 Multihull ship In addition, NR396, Annex 7 is to be applied for multihull ship. Application 1.1.1 Applicable rules Regarding the electricity and automation of Wind farms service ships, the following rules are references: • NR396 for light ship (S0,M0, L0) • NR566 for other small and medium ship (S1,S2, M1, M2) • NR467 for other large ship (L1, L2). 1.1.2 Part of Rule to be applied for each operational notation S0, S1, S2, M0, M1, M2, L0, L1, L2 are specified in this Section. 2 2.1 General design requirements Small and medium ship other than light ship (S1, S2, M1, M2) Large ship other than light ship (L1, L2) 2.3.1 For Wind farms service ships - L1 or L2, NR467, Pt C, Ch 2, Sec 1 and Sec 2 are applicable. 2.3.2 High voltage In addition, for high voltage installation, NR467, Pt C, Ch 2, Sec 13, [1] is applicable. 3 4 4.1 4.2.1 For Wind farms service ships - S1, M1 or S2, M2, NR566, Ch 3, Sec 3 is applicable. 4.3 Large ship other than light ship (L1, L2) 4.3.1 For Wind farms service ships - L1 or L2, NR467, Pt C, Ch 2, Sec 4 to Sec 10 are applicable. 4.3.2 High voltage In addition, for high voltage installation, NR467, Pt C, Ch 2, Sec 13, [3] to [6] are applicable. 5 5.1 Location and installation Light ship (S0, M0, L0) 5.1.1 For Wind farms service ships - S0, M0 or L0, NR396, Ch 12 is applicable. Light ship (S0, M0, L0) Small and medium ship other than light ship (S1, S2, M1, M2) 3.2.1 For Wind farms service ships - S1, M1 or S2, M2, NR566, Ch 3, Sec 2 is applicable. Small and medium ship other than light ship (S1, S2, M1, M2) 5.2.1 For Wind farms service ships - S1, M1 or S2, M2, NR566, Ch 3, Sec 4 is applicable. 5.3 3.1.2 In addition, NR396, Ch 12, Pt B is applicable. 20 Small and medium ship other than light ship (S1, S2, M1, M2) System design 3.1.1 General For Wind farms service ships - S0, M0 or L0, NR396, Ch 12, Pt A is applicable. 3.2 Light ship (S0, M0, L0) 4.1.1 For Wind farms service ships - S0, M0 or L0, NR396, Ch 13 and Ch 14 are applicable. 5.2 3.1 Equipment Light ship (S0, M0, L0) 2.2.1 For Wind farms service ships - S1, M1 or S2, M2, NR566, Ch 3, Sec 1 is applicable. 2.3 3.3.2 High voltage In addition, for high voltage installation, NR467, Pt C, Ch 2, Sec 13, [2] is applicable. 4.2 2.1.1 For Wind farms service ships - S0, M0 or L0, NR396, Ch 12, [12.1] is applicable. 2.2 Large ship other than light ship (L1, L2) Large ship other than light ship (L1, L2) 5.3.1 For Wind farms service ships - L1 or L2, NR467, Pt C, Ch 2, Sec 11 and Sec 12 are applicable. 5.3.2 High voltage In addition, for high voltage installations, NR467, Pt C, Ch 2, Sec 13, [7] is applicable. Small and medium ship other than light ship (S1, S2, M1, M2) 6.2.1 For Wind farms service ships - S1, M1 or S2, M2, NR566, Ch 3, Sec 5 and Sec 6 are applicable. 6.3 Large ship other than light ship (L1, L2) 6.3.1 For Wind farms service ships - L1 or L2, NR467, Pt C, Ch 3 is applicable. August 2014 Bureau Veritas 21 NI 589, Sec 8 SECTION 8 1 FIRE AND SAFETY Otherwise specified, requirements for passenger ships carrying not more than 36 passengers are to be applied. General 1.1 1.1.1 Application 2 Applicable rules Life-saving appliances Regarding the fire protection and safety of Wind farms service ships, the following rules are references: 2.1 • NR396 for light ship, 2.1.1 For Wind farms service ships - S0, M0 or L0, NR396, Ch 8 is applicable. • NR566 for small and medium ship Light ship (S0, M0, L0) • NR467 for large ship 2.1.2 • SOLAS. NR396, Ch 8, [8.3.5.1] is not applicable. 1.1.2 Part of Rules to be applied for each operational notation S0, S1, S2, M0, M1, M2, L0, L1, L2 are specified in this Section. 1.2 1.2.1 Requirements 2.1.3 Lifejacket Rescue boat embarkation NR396, Ch 8, [8.7.6] is not applicable. 2.1.4 Multihull ship NR396, Ch 8, [8.7.8] is not applicable. Small and medium ship (S0, S1, S2, M0, M1, M2) For Wind farms service ships - S0, S1, S2 or M0, M1, M2, NR566, Ch 4 is applicable. 2.1.5 Otherwise specified, requirements for crew boat carrying less than 60 persons onboard are to be applied. For ship operates only in warm climates, immersion suits may not to be required when deemed appropriate by the Society. 1.2.2 Immersion suits are available for every person onboard. Large light ship (L0) For Wind farms service ships - L0, NR396, Ch 4 is applicable. Otherwise specified, requirements for passenger craft are to be applied. 1.2.3 Immersion suits 2.1.6 Open reversible liferafts, according to NR396, Annex11, are not to be used. 2.2 Large bi-mode ship (L1) For Wind farms service ships - L1, NR467, Pt C, Ch 4 and NR396, Ch 4 are applicable. Liferafts Other ship (S1, M1, L1, S2, M2, L2) 2.2.1 For Wind farms service ships - S1, S2, M1, M2, L1, L2, the Chapter III of the SOLAS for cargo ship is applicable, unless otherwise specified in the present Note. Otherwise specified, requirements for passenger ships carrying not more than 36 passengers are to be applied. 2.2.2 1.2.4 Large conventional ship (L2) For Wind farms service ships - L2, NR467, Pt C, Ch 4 is applicable. 22 Ship of length L<45m Ship is to be equipped with either a rescue boat or an efficient means rapidly recovering survivor from the water in accordance to Chapter III of SOLAS. Bureau Veritas August 2014 NI 589, Sec 9 SECTION 9 1 SPECIFIC REQUIREMENTS Vw General 1.1 : Sea state additional speed, in m/s • for shallow water: Vw = 0,5 (g/d)0,5Hs Application • for deep water: Vw = π Hs/Tp 1.1.1 This Section contains requirement specific to Wind farms service ships. It includes: where: d : Water depth, in m : Significant wave height, Hs in m Tp : Peak period, in s g : Acceleration of gravity, in m/s2. • personnel transfer requirements • lifting requirements. 2 Transfer of personnel 2.1 General 2.1.1 Clear definition of operating limit conditions to be respected during transfer of personnel from/to wind turbine platform is to be stated in operational manual. 2.1.2 When arranged with bump and jump transfer method, the ship area of contact to the wind turbine structure is to be protected according to below. 2.1.3 Specific access system, such as motion compensated platform may be accepted on case by case basis. 2.2 Fendering 2.2.1 Fendering arrangement When the ship is intended to be pushed against another structure (as wind turbine landing structure), the contact area is to be protected by fender. 2.2.2 Energy absorbed by fenders Energy to be absorbed by fenders, Ef, is to be calculated by the following formula: E f = 0.5 ⋅ am c ⋅ Δ ⋅ V imp 2 : Added mass coefficient • for bow or stern landings: amc = 1,25 • for sideways landings: : Displacement of the ship, in tonnes Vimp : Ship speed at the moment of the impact, in m/s not to be less than 0,5 m/s. F imp = 2, 5 × Δ Note 1: All the ship parts in regular contact to another structure (as wind turbine landing structure) are to be considered as contact area. 2.4 Platform 2.4.1 Field of vision Navigation bridge is to have a clear view of the transfer area. 2.4.2 Sheathing of transfer area Within the transfer area, a non-skid deck covering is recommended. 2.4.3 Location Transfer area should not be placed near the propeller of the ship, otherwise special equipment shall be provided to protect human from overboard. 3 If not known, Vimp can be calculated by the following: 3.1 where: : Approach speed, in m/s Access system 2.5.1 Lifting appliances system Systems for transfer of personnel using lifting appliances are to be reviewed according to applicable requirements given in NR526. The impact ship speed Vimp depends on environmental conditions (seastate, wind). Bureau Veritas 23 NI 589, Sec 9 3.1.2 Other ships For Wind farms service ships - S1, M1, L1 or or S2, M2, L2, the IMO Resolution MSC337(91) Annex1 is to be applied. The additional notation COMF-NOISE may be granted accordingly comfort. 4.1.2 Additional notation ALM may be assigned for lifting in offshore condition. 3.2 4.2 Vibration level 4.1.3 Additional notation ALP may be assigned for lifting at harbour. Containers 3.2.1 Vibration induced by propeller For ship intended to be pushed against structure (for personnel transfer), propeller considered for push condition is recommended. In case of fixed pitch propeller, pitch determination should be considered for the push condition, and not cause overloading of the engines. 4.2.1 Containers are to be correctly fixed to prevent any sliding, titling or lifting. 3.2.2 The additional notation COMF-VIB may be granted accordingly comfort. 4.3 4 4.1 Fuel oil bunkering 4.3.1 Ships covered by this present Note are assumed to have a fuel oil quantity on board limited to the need of the service of diesel generators fitted on offshore installations (wind turbines). Cargo Lifting 4.1.1 Lifting appliances such as cranes, are to be considered accordingly NR526. 24 4.2.2 Local forces induced by containers are to be calculated. 4.3.2 Fuel oil is considered to have a flashpoint (determined using the closed cup test) not less than 60°C.
