Call to order at 9:05 am. Welcome and pledge of allegiance. Quorum check (24/44 members). 2. Uniform Complaint Procedure: Mr. Vernon Moore and Mr. Bob Hughes gave a presentation regarding the procedure to file a Uniform Complaint. They discussed the types of complaints Uniform Complaint: it occurs when students are bullied or discriminated against or if they have a problem with a teacher. There cannot be any form of retaliation against the student. It also focuses on certain programs operated with federal or state funds, such as: homeless and foster youth, adult education, special education, and the LCAP, this refers to when the district is not following the LCAP as it was written. Williams complaint: this type of complaint can occur when there is a lack of instructional material and books for students in the classrooms, or if the classrooms are in bad shape or falling apart, immediate action would be taken to solve the problem. Once a complaint is in writing it is categorized as a Uniform Complaint or as a Williams Complaint, and they are compelled to investigate. They have 30 to 60 days to respond in writing, said response will include the steps taken in the investigation and how the complaint was resolved. If you are not satisfied with the outcome, you are free to submit an appeal. Also, if you don’t agree with the outcome, you may request that the California Department of Education review your complaint. 3. Questions : 1.-Who can I file a complaint with? First, if it’s a school related incident, contact your school. They will ask if you contacted your school’s principal or AP. If so, what was the outcome of the conversation, and why the matter was not resolved. 2.-How to submit a complaint? o In writing by using the format available in the schools or on the school’s website. o Via email. o Speaking with a district official. 4. Approval of the agenda for the March 16th, 2017. Approval of the minutes for December, 2016, and January and February 2017. The agenda was approved by: Aurora Murillo (community) 1st motion. Guadalupe Salazar (ORH) 2nd. Discussion- no. 22 in favor. 0 opposed. 0 abstentions. Due to corrections, the agenda for the December, 2016 and for the January and February, 2017 meetings were not approved. 5. ELAC Reports Vernon Moore y Bob Hughes Adís Carrillo (SOH):80 students were reclassified. There was a ceremony held in their honor. María Cecilia Castellanos (GJH): The PIQUE program will be offered at her site. It consist of an eight week training at 8:30 a.m., and at 6:30 p.m. Tuesday in the library. Chula Vista High School: Mano a Mano presented by Dr. Villarreal from April 3rd to May 22nd Velia Rico-Ornelas (SYH): shared information regarding a workshop offered by Miriam Nenniger, psychologist, on April 26, to May, 2017. 8. Immigration topic All schools Jesus Navarro Mr. Jesus Navarro spoke to the parents and gave a brief introduction in which he spoke about his work experience as part of the SDPD and working with the San Diego District Attorney’s Office. Mr. Navarro explained to the parents their rights and important points that they need to understand, such as: Things all citizens should know: Don’t sign documents you do not understand. Don’t open the door unless they have a search warrant signed by a judge with the correct address and name of the person whose home is being searched. You have the right to refuse to answer question to avoid self-incrimination, just remember to be polite. Mr. Navarro left his contact information so parents can go to their school sites and inform everyone about the presentation offered to the public by de DA’s office, there are various topics they can explore. Questions: Carolina Caldera (CVM): The D.A’s office of San Diego has a unit and they reaching out to the community to help victims of violent crimes regardless of the victim’s immigration status, crimes such as: kidnapping, sexual abuse, and fraud. The crime must be a felony and the victim must work with the D.A’s Office to prosecute the perpetrator. Isabel Vidrio (ELM): Asked if there are educational workshops for youths? Yes, there are youth workshops so they don’t get in trouble. Dr. Janney informed parents regarding a letter that will be sent out to clarify any doubts they might have regarding the topic of immigration. She shared that the SUHSD Board of Trustees approved a resolution to make the schools a “Safe Haven” along with three other points which will be shared during five forums that will take place in five different schools in the district, they are: Otay Ranch High School, Hilltop High, Sweetwater High, Castle Park High, and Southwest High. Dr. Janney informed parents about the District’s excellent relationship with the police departments of Chula Vista, National City, San Diego, and with the Imperial Beach Sheriff’s Office. Dr. Janney thanked Mr. Navarro for his presentation. 11:29-11:30 a.m. 9. Meeting adjourned at 11:40.
