1.1 What is the policy/strategy/function/saving trying to achieve / do?
Achieve savings in the provision of Janitorial Services to Secondary, Primary
and ASN schools
1.1.2 If this is a budget saving, how will the saving be achieved?
It is proposed that the janitorial service for schools be reconfigured as follows:1) Secondary schools - The current opening arrangements from 7am to 10pm term time will be retained but
the shift arrangements will be reviewed to reduce the overlap in hours during the school day which enables

the removal of contractual overtime. Senior janitors and assistant janitors will work a 37 hour week.
2) Primary and ASN schools - Review the working hours across the year to reduce the janitorial hours from
43 hours per week to 40 hours per week during school term time and in service days and from 37 hours per
week to 28 hours per week during school holiday periods. This allows the removal of contractual overtime
with janitors working 37 hours per week on an annualised basis. A small number of primary school janitors
who work term time will require their working arrangements to be reviewed.
3) Review the janitorial and cleaning arrangements in 4 smaller schools with low pupil rolls and introduce 2
part time janitor/cleaner posts working a split day morning and evening term time. As vacancies occur this
model will be considered for further schools.
4) Roll out the successful janitor and janitor/cleaner model in the Cathedral and Firpark joint campus to 2
further joint campus schools: Rochsolloch and All Saints primary schools and Cumbernauld and St Andrews
primary schools.
5) Further expand the existing flexibility within the school janitorial cluster arrangements to provide cover
across schools on a "buddy" arrangement for limited periods of absence and annual leave. These local
arrangements allow the review of the janitorial relief pool establishment and a reduction of 11 posts to
generate a 50% reduction in the relief janitor establishment.
