Goodbye to a Giant
Isaac Newton once commented that his achievements were the result of "standing on the shoulders
of giants." We all said goodbye on December 31st to our long-time giant, Dan J. Pennell,
President/CEO. Throughout his tenure of nearly forty years, Dan provided a steady hand during
changing and often tumultuous times. His leadership is his legacy.
When Dan assumed the agency's leadership, the Center was a small agency. We only provided
intervention services for neglected and abused children from Winnebago County. The Center's
future was in serious jeopardy, the risk of closing within a year, a real possibility. When the State
planned to stop placing neglected and abused children in facilities such as ours, he rose to the
challenge. His leadership and vision resulted in a complete reinvention of the Center. Within the
year, the Center was on steady ground with a new focus. A statewide need to serve children with
developmental disabilities was being met. Over the years, Dan overcame many challenges to meet
the unmet needs of persons with disabilities. In 1989 he oversaw a significant expansion of our own
services when we began serving adults with disabilities in community integrated group homes.
In 2011 Dan realized a goal of twenty-five years to transition the children from our residential campus to small
group homes. The licensing requirements and standards related to adult group homes had never applied to children and funding had
never been available. The incredible opportunities for our youth now in the community are the direct result of Dan's steadfast resolve
and advocacy. Persons with disabilities throughout the State have benefited, as well, from his leadership. For nearly four decades,
he served on numerous statewide committees, developing policies for funding rates, client care and staff qualifications and training.
A slow economic recovery, massive State and Federal budget deficits, as well as, many cuts pose considerable challenges. We are
confident, though, that the future holds exciting opportunities for the people we serve. We are confident because we have had the
benefit of standing upon the shoulders of a good man, our giant, Dan Pennell. We will miss you, Dan!
Hello to the New Guy
Our new President/CEO, John Pingo, was welcomed on January 1st. While he is new to this position,
his career here began in 1995. As a Direct Support Professional, he served in our Adult Community
Group Home Program. Further advancement led him to serving in the position of Director of Human
Resources. In 1999, he was again promoted to Children’s Residential Services Administrator.
The Adult Group Home Program was later added to his responsibilities. Then In 2008, he was
promoted to Chief Operating Officer.
John received his B.S. from Beloit College in 1997. He then earned two degress from S.I.U.
Carbondale. His Master’s Degree in Rehabilitation Administration was awarded in 2004. His
Ph.D. in Behavior Analysis and Therapy was conferred in 2010.
In previous Center positions, John instituted significant improvements to our staff training
and quality assurance programs. He also expanded the Center’s expertise in the area of applied
behavior analysis and oversaw the launch of our new children’s group homes.
As President/CEO, his goals include developing day training and physical therapy services for our clients,
and at-home care services for local families whose children have special needs.
We look forward to working with John in his new leadership role, both at the Center and in the community!

Mrs. Goldie B. Floberg Memorial
Leadership Award
The Mrs. Goldie B. Floberg Memorial Leadership
Award is viewed as a lifetime achievement award and
annually recognizes an exemplary Center staff, board
member, group or volunteer. Qualities or skills kept in
mind in the Center’s selection of the award winner are
representative of those Mrs. Floberg possessed. She
was an advocate and had compassion for others. She
was committed to an honorable mission of enhancing
the quality of the lives of children. Her life’s work as

countless abused, neglected, delinquent, and adopted
children throughout the area. Shortly before she died in 2000 at age one hundred, she was named
one of the most important people of the 20th Century in the Rock River Valley. The award bearing her
name is the Center’s highest. Our latest honorees, chosen in 2012 for the 2011 award, are members
of the Roscoe United Methodist Men.
Martin Luther King Jr. could have been talking about the Roscoe United Methodist Men when he said.
“Everybody can be great. Because anybody can serve. You don’t have to have a college degree to
serve. You don’t have to make your subject and your verb agree to serve…You don’t have to know
the second theory of thermodynamics in physics to serve. You only need a heart full of grace. A soul
generated by love.” Certainly, the Roscoe United Methodist Men have served the Goldie Floberg
Center and other local non-profits with grace and love. Annually, countless hours of team effort are
expended to raise charitable dollars through the biscuits and gravy breakfast, Fall Festival pancake
breakfast, turkey supper, and firewood sales.
Floberg Center’s history with Roscoe United Methodist Men spans nearly three decades! The gifts
received throughout the years have made a substantial impact to provide programs and complete
projects. Because of this support, many opportunities have been available to members of the Floberg
Center family through our Therapeutic Horseback Riding, Special Olympics, Community Activities,
and Boy Scout Programs. Their gifts have permitted special purchases which include playground
equipment, home furnishings, a commercial washer, a wheelchair accessible bus and a FlexTable.
Clients’ medical expenses not covered by DPA or insurance have also been defrayed by their gifts.
The men have not only been long time financial supporters of our Boy Scout Troop #643 but at least
one member of this group has always served as a Scout Leader. Currently four members serve as
Scout Leaders. Significant repair projects at the Center have also been undertaken by Heaven’s
Handy Guys, members of the group.
We are thankful for the generosity of the Roscoe United Methodist Men, for their hearts full of grace
and their souls generated by love. It is our pleasure to honor them for their service and to have
presented them with the Mrs. Goldie B. Floberg Memorial Leadership Award.

Remembering our Friend Tina
Tina Barr was our Development Assistant for the past four years. She passed
away unexpectantly on August 24, 2012. She was employed by the Floberg
Center for eleven years and was a friend to everyone. Regardless of who had
her attention, her outgoing personality, twinkle in her eye, and contagious laugh
said “welcome”.
Tina was “Mother Christmas”. She enjoyed that responsibility greatly and made
sure every year that each Christmas wish list was filled. The kindness and
generosity of donors who participated in our Mother Christmas Program and
who supported us throughout the year always touched her soft and caring
heart. We appreciated the skills she showed in her work performance. Her
creativity was especially expressed in the layout and technical details of our
“Dignity” newsletter. Additionally, her sense of humor, fantastic cooking skills
shared on special occasions, beautiful smile and warm heart touched us all in
some way. She has been and will continue to be deeply missed.
Thank You Hope
Hope Juno retired in October 2012 after twenty-six
years with the Floberg Center. She served as a direct
support professional, supervisor, quality assurance
monitor, and lead trainer. In each position, she upheld
the highest standards of care, performed with warmth,
a good dose of common sense, and humor. Hope lived
and breathed our mission, “to empower and enrich the
lives of all people served.” Her legacy is the children
here whom she helped raise and the staff she helped
train.
When asked what kept her here all those years, Hope
replied, “the kids!” She added that she had considered
leaving before when particular children were scheduled
to leave. “Then we would admit another child and I
couldn’t leave!” We are fortunate that Hope chose to
stay many years and make such a wonderful difference
in the lives of the children and adults we serve.
Hope’s retirement plans still include the Floberg Center.
We all look forward to seeing her on those days when
she comes back to train staff.

Favorite Programs

Some of our favorite programs are Scouts, Special Olympics, and Therapeutic Horseback
Riding. In fact, Scouting has been popular with our youth for thirty-seven years! Our athletes
have been competing in Special Olympics events since 1998! Our riders have participated in
Therapeutic Horseback Riding Programs since 1999! Buddy Baseball, offered by the Rockford
Park District, became another favorite two years ago. For the adults we serve, an all-time,
summer-time favorite is attending Walcamp in Kingston, Illinois.
To our friends whose support enriches our clients’ lives, thank you for sharing! Your giving
allows many opportunities to put smiles on the faces of some very happy people! Check out
all the fun they’ve had!

Spotlight on Riverside Community Church, Friends, and Fun
Riverside Community Church members in Machesney Park have a habit of
going "above and beyond"…and then some! For the last three years, one fall
evening in particular, is forever cherished by the adults we serve. The fun
started in 2010 when the congregation hosted an "Evening of Stars." In 2011,
"Under the Sea" was the next first class event. "Fall Fantasy” was the theme
last fall for another very special evening.
No details are ever overlooked! Even before the big event occurs, full formal
wear is provided. The ladies especially enjoy the hair styling, make-up, jewelry,
corsages and the beautiful dresses and shoes. The men enjoy the chance to
wear a tuxedo, dress shoes, and boutonniere. Tiaras and crowns top off the attire. Add a limo ride, red carpet, Floberg staff, church and other friend volunteers, cheering with flashing
cameras, and you have a celebrity welcome! The other ingredients for this most memorable night of the
year are the delicious food, favorite music, dancing and visiting with old and new friends. The memories
are relived each time the guests look at their very own picture album or listen to their own musical CD
provided each year.
Who plays a very important part in making the fun happen? We greatly appreciate the ninety volunteers
and the businesses that donate or provide, at a discount, everything to make this extraordinary night a
huge success!

Floberg Center Family Friends
In-kind gifts donated include tools, laptops, furniture and household goods, handmade items,school
supplies, community event tickets, batteries for toys, clothes and food. One donor purchased a 1280
pound beef and also paid for processing it. One child saved his allowance and bought food to bring
to the Center. Another boy celebrated his ninth birthday by requesting that his party guests donate
to the Center a variety of items that kids enjoy. Other children brought gifts at Christmas and throughout the year. One donor “hits the garage sales” and also sews and mends for us.
Mother Christmas Program Participants
The local media helps immensely to promote this Program. Participants and friends in the community
again filled the wish list of each child and adult, spreading the spirit of caring.
Rockford Fire Fighters Local 413
The fire fighters continued their thirty-six year old tradition of shopping for, preparing, and serving
Thanksgiving dinner at the Center. HIghlights include a trip to the fire station and a chance to help
with the preparations.
Volunteers
Our mailing volunteers once again dedicated many hours preparing, for mailing, our direct mail letters
and our “Dignity” newsletter.
Scout Leaders
A thirty-seven year commitment continues for our youth. The boys’ highlights include attending Camp
Indian Trails, earning badges, and helping a fellow Troop #643 member earn his Eagle Scout rank.
The boys truly enjoy the camaraderie with their leaders and other Scouts.
Local Girl & Boy Scout Troops
Troops visit the Center to share treats and activities.
Voice of Care Ministries
Volunteers visit monthly to provide a program for the youth that includes singing and activities.

23rd Annual Bike Raffle and Great American Biker Jam. Events include bands, vendors, food/drink, and
50/50 drawings. Raffle tickets for a Harley Cycle and cash are $10.00 each from Kegel and HOG
members.

Center Staff Presents at Conference
Part of the the Center’s Management Team presented at the Fall Illinois Association of Rehabilitation Facilities (IARF)
annual conference in Normal. John Pingo, Erin Hahne, Kara Montgomery, and Nathan Fry were honored to make their
presentation entitled “Weaving Quality from Chaos”, using the Center’s quality assurance systems as an example. For
decades, quality assurance has been critical in the for-profit sector addressing quality in goods and services purchased
by the public. Just as critical in the non-profit sectors is the quality of services provided to consumers. The Center is
unique in the Illinois non-profit sector. It has a department created with six trained staff to ensure that clients receive the
highest quality of care in all areas of their lives.
