The AGM which took place on Friday 27 August, 2010 was part of the 51st Annual Conference of the Association. Dr. Okorie is a seasoned science educator. A Director of Education, Dr. Okorie had previously served STAN as Publicity Secretary and Secretary of Bauchi State Branch of STAN as well as the National Science Fair Co-ordinator. He was the Secretary of the 1987 Annual Conference held in Bauchi. Dr. Okorie was among the Nigerian delegates to the ICASE World Conference in Tartu, Estonia from 28 June - 2 July 2010. For his meritorious service to the Association, he was honoured as Fellow of STAN at the 2003 STAN Annual Conference in Abuja, Nigeria’s Federal Capital Territory. In his post-election speech, Dr. Okorie offered to provide new directions for the Association especially in the areas of training and e-management infrastructure. The Ondo State Branch Chair, Mr. Allen Akinola has assured that the State is set to host the Association’s 52nd Annual Conference in Akure. The Conference is scheduled for 15 - 20 August, 2011. The theme of the conference is “Reforms in Science, Technology, Engineering, and Mathematics (STEM) Education”. The Sub-themes are: (a) The Emerging World Order and STEM Education (b) National Educational Reforms and STEM Education (c) Evaluation of the Reforms in STEM Education (d) Way forward for STEM Education The Science Teachers Association of Nigeria (STAN) is working on a new method for remittance of dues, conference fees, etc by its membership. Register as a member on the website ww.stanonline.org by completing an online membership form and uploading your passport-sized photograph. The photograph should be taken in a standard studio such as Phototek. This is done once and for all. A member ID will be generated for you. Please keep your Member ID. 2. Login onto the Registered Member area with your Member ID, Surname & Password 3. Click on “Make New Payment” to make new payment 4. Click on the particular item which you want to make payment for 5. Enter year which you are paying for, in case of “Annual Subscription” or “Annual Conference” 6. Choose a Payment Option: Option (a) Debit Card Option (b) In-Branch 7. Irrespective of the option selected in 6 above: (i) An Online invoice will be generated for you. (ii) Print out the Invoice and keep it. (iii) Transaction ID will be generated for you. Keep it for future reference payment is confirmed. Print out the E-Receipt and keep. 4. Log out If you selected In-Branch Payment Option, follow these steps: 1. Logout from the Members’ area 2. Go to any of the following Banks with the computer generated invoice and make payment (Transaction ID, Membership ID & Surname should be extracted from the invoice): · First Bank of Nigeria Plc · United Bank for Africa Plc · Zenith Bank Plc · Guarantee Trust Bank Plc 3. Once you pay at a designated bank, the Bank will generate Confirmation ID and Receipt No (Teller No) for you. 4. Go back to the Website and Login with your Member ID, Surname & Password 5. Click on “Complete Payment” in order to complete your payment 6. Enter your Transaction ID, Receipt No (Teller No) and Confirmation No 7. A Confirmation Invoice will be generated for you 8. Click on “Submit” to complete the payment 9. E-Receipt will be generated for you once your payment is confirmed. Print out the E-Receipt and keep it. 10. Logout NOTES 1. This scheme takes off with effect from 1 February, 2011. Accordingly, all members are strongly advised not to make payments directly into STAN Bank Accounts as was the case before except in a few cases where the STAN Headquarters will so advise. 2. The Memorial Lecture was presented by the Immediate Past President of STAN, Professor Paul Eniayeju. § The Conference was attended by participants from all the 36 States of the Federation and the Federal Capital Territory. § The conference witnessed many educative, informative, and exciting activities including paper presentations on the sub-themes of the conference and at the different subject panels, workshops, members’ exhibition and poster sessions, NNPC/Mobil/STAN science projects and quiz competitions for primary and secondary school students, fellowship awards, distinguished service to science education awards, launching of STAN publications, meetings of some affiliated professional associations and STAN subject panels, as well as awards for the best science teacher, best branch of the year, and best conference paper. Commendation STAN commends: § The Federal Government of Nigeria for supporting Science, Technology, Engineering, and Mathematics (STEM) Education through the Nigeria-UNESCO Special STE Project and the Science and Technology Education PostBasic (STEP-B) Project. The Governments of the Federation for their improved funding of education and provision of educational resources that could lead to better implementation of STEM programmes in all public primary, secondary, and tertiary schools in the country. The Education Trust Fund (ETF) for supporting the execution of Phase 1 of The STAN Place Project. The Ajumogobia Science Foundation for commencing the construction of Ajumogobia Building at The STAN Place. The Governor of Benue State for the financial and moral support of the Local Organizing Committee (LOC) in organizing a very successful conference. Mobil Producing Nigeria Unlimited for the sponsorship of science projects and quiz competitions for primary and secondary school students. The Principal and Staff of Government Model School, Makurdi for providing STAN with facilities for running a successful conference on its premises. Parastatals such as UBEC, NTI, NERDC, NMC and NASENI, for their drive and commitment to human capital development and materials provision for the successful implementation of the universal basic education programme in the country. Various organizations such as UNESCO, The World Bank, The National Planning Commission, NTI, NERDC, WAEC, NECO, TRCN, NTA, and Radio Nigeria for their continued support of STAN, its activities and particularly this conference. Observation STAN observes: § The huge attendance of 1,947 participants representing practicing teachers, school inspectors, teacher educators, officers of public, research, and developments institutions, educational administrators, and policy makers. § The fact that the global economic crisis has come 4 § § § § § § to stay and its effects are quite devastating for a developing country like Nigeria even as over 80% of STEM teachers are aware of the crisis and its impact on society. The fact that the entire concept of STEM as it is used in daily practice is missing from conventional STEM education in schools. The enormous problems of inadequate provision of materials for laboratories and workshops at all levels of the education system despite an attempt in the past to provide a national minimum list for implementation. The need for relevant curricula in STEM to be imparted to students in a proper manner. The need to give students opportunities for guided inquiry in STEM education. The need to provide more opportunities for lifelong learning through e-learning, continuing education, home schooling, or correspondence courses. The economic, utility, democratic, social and cultural dimensions of public understanding of Recommendations STAN Recommends that: § The STAN Place project should be supported by relevant institutions of government, bilateral / multilateral agencies, intergovernmental institutions and the business sector to assure its evolution into a Centre of Excellence in STEM Education. § In order to assure Nigeria’s global competitiveness through the production of high level human capital, the nation must work towards the establishment and nurturing of a stable, well-supported science and technology system; the promotion of mission-oriented research in the basic programmes for the education of a large scientifically and technologically literate work force. § Students need to be taught practical skills that can enable them to be industrious and self reliant. § There is the need to go back to agriculture with a renewed vigour and determination in order to ameliorate the harsh effects of the global economic crisis. § Policy makers should consider mandating that STEM education move progressively towards a real world, ‘content – based’ approach to the teaching and learning of STEM at all levels of school curriculum. § Policy makers should consider a teacher training curriculum for STEM teachers in the primary years that engage the considerable pedagogical skills of these teachers, provide their young learners with a series of positive and creative encounters with national and human – made phenomena, and build their interest in these two areas of learning. § Teachers should employ teaching methods best for each STEM subject based on the environment. § Review of school curricula should be accompanied by resource provision while regular and functional in-service training must be made available to teachers to update their knowledge and skills in line with the emerging curriculum and information & communications technology (ICT) compliant instructional resources. § In order to change the value orientation of Nigerian students in the spirit of re-branding, the school system should be designed to contribute to value reorientation. Starting from the pre-primary stage appropriate entrepreneurial values for national development, as articulated by the National Economic Empowerment and Development Strategy (NEEDS), should not just be inculcated in the students via the curriculum but must form part of the curriculum at all levels of education. § There is need to redesign the STEM teacher education programme in Nigeria to include pedagogical content knowledge and entrepreneurial skills acquisition, which seems to be lacking in the present teacher education programme. § There is need to invest in the professional development of STEM teachers in order to strengthen their capacity, update their knowledge and skills as well as keep them informed in STEM education in general and entrepreneurial studies in particular. 5 Primary and secondary school teachers in particular, should be encouraged to attend seminars, workshops and conferences on regular basis where experts and other professionals in their field and disciplines come together for meaningful interactions. § To provide meaningful STEM education to Nigerians, government at all levels should make conscious efforts to provide adequate funding for the procurement of the required learning materials in the schools. § In order to change the white-collar-job seeking mentality among Nigerian science and technology students, the strategies for inculcating entrepreneurial skills in students at the primary, secondary and tertiary levels, based on the students’ level/grade, should include: teacher-oriented methods, studentoriented methods, assignment-related methods and games and simulation methods. Such strategies would engender the much needed linkages between educational institutions and industries and also help the students explore opportunities for self employment through practical and direct involvement in the activities of industries and firms.
