On May, 19, 2008, the Chapter was
the proud sponsor of another outstanding Golf Classic at Huntingdon
Valley Country Club to benefit the
Ronald Smallwood Scholarship
Fund. A record of over 230 members
and guests enjoyed the golf and dinner reception. The weather cooperated with us and it was a beautiful day
of golf and friendship.

After 20 Years of Dedicated Service, Gilmore to Step Down as Chair…
We congratulate Ed Gilmore for his outstanding work as Chair of the Annual NECA Golf Classic. Under Ed's leadership and through his philanthropic efforts, the Chapter raised over $368,000 for the
Smallwood Scholarship Fund and awarded almost $200,000 to over 60 deserving students who are children and grandchildren of our member representatives.
After 20 years of dedicated service, Ed has decided to step
down as Chair of the Committee. We hope Ed will stay
active with the Committee and as our "auctioneer." On
behalf of the Chapter, Frank Holleran and Jeff Scarpello
recognized Ed's efforts at the dinner following the golf
outing and presented Ed with special gifts to commemorate
his fine service as Chair.

Chapter Proudly Announces Safety Award Winners...
On May 19, 2008 the Chapter was proud to announce the winners of the
3rd Annual Safety Awards which were presented at the reception following
our golf outing. We congratulate all of our winners of the Safety Award and
commend them on their excellence in Safety in the workplace.
The Marketing Task Force Committee of the Penn-Del-Jersey Chapter,
NECA established the Annual Safety Award to promote the importance of
safety in the workplace. Due to the increase of participation and labor hours,
the Chapter has increased the number of categories from five (5) to seven (7)
in this past year. The seven (7) Award categories are: 0 to 25,000 labor
hours, 25,001 to 50,000 labor hours, 50,001 to 100,000 labor hours, 100,001
to 150,000 labor hours, 150,001 to 300,000 labor hours, 300-001 to 500,000
labor hours and over 500,000 labor hours.

Chapter Sponsors Pocono 200 Race Car Event ...
On Saturday, June 7th, the Eastern PA Business Managers’ Association and the Chapter cosponsored a hospitality event
for ARCA RE/MAX Series driver Alli Owens at Pocono Raceway in Long Pond, PA. There were over 100 people in attendance including IBEW International President Ed Hill, Vice President Don Siegel, IBEW members, NECA contractors,
staff and guests.
Alli Owens is a teen racecar driver who is solely sponsored by the National Labor Management Cooperation Committee
(NLMCC), a joint entity of NECA and the IBEW. A prominent feature of the sponsorship is the use of the website, ElectrifyingCareers.com, which is emblazoned across the hood of Alli’s No. 12 racecar, on her fire suit and helmet, and her pit
crew’s shirts, hats, and more. The website, jointly developed by NECA and IBEW, is aimed at getting young people
charged up about careers in the unionized electrical industry.
This was Alli’s first visit to Pennsylvania to race in the Pocono 200. Prior to the race, Owens came by the tent with her
family and coach and thanked everyone for attending. IBEW Vice President Don Siegel gave a special thanks to the
Penn-Del-Jersey Chapter, NECA for cosponsoring this event.

NECA/Local 98 Electrical and Telecommunications Trade Show a Huge Success...
The NECA/Local 98 Electrical and Telecommunications Trade Show held on May 10, 2008, sponsored by IBEW
Local 98, ATEI (Apprentice Training for the Electrical Industry), and Penn-Del-Jersey Chapter, NECA was well
attended. Over 800 apprentices, journeymen, contractors, staff and end-users walked through the halls of Local 98 to
obtain valuable cross-industry perspective from over fifty (50) industry vendors; network with industry colleagues who
share the same challenges; and learn about new products that will influence the future of the electrical industry. In light
of the show’s great success, we look forward to a bigger and better event next year. Special thanks to Joe Pierce for his
efforts in organizing this program.
Pennsylvania Concerned Contractors Coalition Making Progress...
This past April a coalition was formed called the Pennsylvania Concerned
Contractors. It consists of a diverse group including Electrical, Mechanical,
Sheet Metal, and Plumbing contractors, IBEW and other building trades,
NECA, and ABC Representatives from union and non-union organizations.
The purpose of the coalition is to work on issues of similar interest including
Single vs. Separate Prime, Elimination of Multiple Licenses, Elimination of
Paid if Paid clauses, and protection of Mechanics Lien Law Reforms.
On Saturday, April 26th, at the Crowne Plaza in King of Prussia, PA
the coalition met for the first time. The issues were discussed and four
committees were formed including Legislation, Public Relations and
(NECA Representatives meeting with Legislators)
Investigation, Grass Roots and Steering. One of the speakers present was
Frank Sirianni, President of Pennsylvania State Building and Construction Trades Council, who spoke on the issue of single
prime vs. multi-prime bidding on public works jobs. The floor opened for discussion and the consensus of the group was to
contact representatives and ask them to support the Separations Act.
The main issue of focus thus far since the formation of the Concerned Contractors has been the Separations Act. On Tuesday, June 3rd, in front of the Capital Rotunda in Harrisburg, PA, a breakfast was held for all State Senators, State Representatives, Associations, Contractors, and Unions. The purpose of this event was for the Concerned Contractors to voice their opposition to the waivers of the Separations Act through one-on-one conversations with their Representatives.
Turn out for the breakfast was great on the side of our Legislators and members of Pennsylvania Concerned Contractors. It
was also apparent how this very diverse group of associations, organizations, unions, and non-affiliated companies worked
together for the common good of our industry. The Chapter had a great response with fourteen (14) members in attendance,
including: Bill Fischer, Carr & Duff, Inc., William C. Lex, Lex Electric Co., Inc., Philip S. Lex, Lex Electric Co., Inc.,
Robert Daveys, Mulhern Electric Co., Curt Fox, Nucero Elec. Constr. Co., Inc., Steve Bolef, Silas Bolef Co., Tim Ferris, Whitemarsh Electric, Inc., Bethany Watters, H.B. Frazer Co., Mike Clinger, Wm. H. Clinger Corp., Mike Kelly,
Shelly Electric Co., Inc., Joe Pierce and Nick Bradley, Chapter Staff. We are hopeful some positive change in regards to
the Separations Act will happen within the next month. What can you do to help? Write, email, and/or call the state senators
and representatives where you reside to help preserve the Separations Act, particularly in school construction. If you have

Renewal…
All electrical contractors renewing their
New Jersey Electrical License needs to
meet the requirement of 34 hours of Continuing Education Credits by March 31,
2009. New Jersey requires ten (10) hours
of Code Update (nine (9) hours of Code and
one (1) hour of New Jersey Law). The remaining twenty-four (24) hours must be
Board approved courses. The Chapter has
been approved for six (6) courses this year,
with two (2) remaining in 2008. If you
have any questions regarding license renewal or a particular class, please contact
our Director of Education, Tom McNulty at

Teenage racecar driver phenom
Alli Owens attended a Small
Works Industry Night in WilkesBarre, Pa. on June 5, 2008, prior to
her running in the ARCA Pocono
200, on June 7, 2008. IBEW VicePresident Donald Siegel, representatives from Local Union’s #81,
#163, #375, and #1319, five (5)
NECA contractor firms, including: Ace Electric, Inc., Arc Electric, Inc.,
Cavanaugh Electrical Contr., Inc., Orlando Diefenderfer Elec. Contr.,
Inc. and West Side - Hammer Electric and field representatives from both
the IBEW and our Chapter attended the Industry Night. This Industry Night
produced fifty-three (53) applicants. Additional Industry Nights that were
recently co-sponsored by NECA-IBEW were the Reading and York Divisions along with L.U.‘s #229 and #743 on March 27, 2008, the Chester, Norristown, and the Line Divisions along with L.U.’s #126, #380, and #654 on
April 16, 2008, the Shamokin Division and L.U. #607 on April 24, 2008,
and the Harrisburg Division and L.U. #143 on May 29, 2008.
We continue to encourage all of our employers to take a serious look at

Penn State NECA Student Chapter Gains Affiliation with our
Chapter…
A Student Chapter at the Pennsylvania
State University has recently become
affiliated with our Chapter. NECA student chapters are intended to introduce
their young members to the world of
electrical contracting. Regular NECA
chapters provide assistance by exposing
students to industry-related educational

tractors’ offices and work sites.
On Thursday, June 12th Jeff Scarpello and Nick Bradley met with David Riley, the
student chapter’s faculty advisor, in Gettysburg, Pennsylvania to present him with the
student chapter charter certificate. The meeting occurred at a site of solar-powered
homes being constructed by Don Bradley, of Bradley Construction, a leader in the solar
power industry. David Riley is an associate professor in Penn State’s Department of
Architectural Engineering and is co-author of NECA National Foundation’s recent
study on “Emerging Green Markets: Strategies for Electrical Contractors on LEED
and Green Building Projects.” He was also advisor to the Penn State student team that
competed in the 2007 Solar Decathlon with support from the Penn-Del-Jersey Chapter,
NECA and ELECTRI International. Our chapter welcomes and looks forward to working with David Riley and the Penn State student chapter in developing new leaders for
our industry.
