A second public hearing was held on December 29th. Final Run of the 2015-16 MFP Child Count: February 28, 2017 For assistance, contact [email protected] 11 Child Count Reports LEAs should run the following reports: • Counted report: an alpha listing of all the students included in your child count. • Not Counted report: a list of students not included in child count by reason. • Listing by teacher: to ensure that students are assigned to the correct teachers (LEADS, HQ). • Summary report: a child count total by race, exceptionality, gender, etc. For assistance, contact [email protected] 12 Child Count Reports Cross Check Reports to run in SER: • SER/SIS Cross Check: Compares current SER data to SIS data for active students with a current IEP • SER/SIS Cross Check (Child Count Compare): Compares the current SER child count to SIS data as of the count date This report should be blank. • SIS/SER Cross Check: Compares current SIS data to SER data with active enrollments For assistance, contact [email protected] 13 Gifted/Talented Reports • LEAs should also run the Gifted/Talented (G/T) reports found under the G/T folder. • Verify that all gifted and talented students will be included in the child count. LEAs should be mindful that the report will display to match the IEP. The audio or Kurzweil file should be requested by the DTC under the Additional Materials tab in eDIRECT. • Since students who have test read aloud can be administered the assessment in a regular setting, small groups for these students is not required in the logistical planning of assessment administrations. If small group was previously selected on an IEP or IAP for logistical purposes for a student that had the accommodation of test read aloud, the IAP or IEP does not need to be amended. However, if a student has an accommodation for a disability of small group, that student must receive the small group accommodation. 20 Agenda • • • • • • • Policy Updates Graduation Pathways Data Systems Assessment and Accountability Fiscal SPP/Monitoring/SSIP Professional Development Opportunities 21 Fiscal Updates Fiscal Item Status IDEA Consolidated Applications (2017) Original Award - $202,518,620 Supplement -$51,450,514 31 LEAs have not created Amendments to budget these additional funds totaling $5,209,454 22 ESYS Funding • During the 2016 state budget process, FY2016-2017 funding for ESYS was eliminated from the Department’s budget. – This cut was part of the State’s effort to eliminate the budget deficit. – This was a permanent, line-item cut to the Department’s budget. • Concern: – Using IDEA funds to cover the costs previously funded by ESYS funding will be considered supplanting. • Response: – IDEA does not look at a cost by cost expenditure when determining maintenance of effort (MOE) – As long as the LEA has maintained MOE, there is no presumption of supplanting. – This would allow for the ESYS expenditures, which are IDEA eligible, to be shifted to the IDEA grant. 23 Agenda • • • • • • • Policy Updates Graduation Pathways Data Systems Assessment and Accountability Fiscal SPP/Monitoring/SSIP Professional Development Opportunities 24 APR Indicators LDOE successfully submitted this year’s APR on February 1st. The APR reports state-level progress on a series of indicators specific to special education. For more information and to register, click here. 36 Children’s Hospital Ventilator Assisted Care Program (VACP) VACP provides expert, specialized medical technical assistance and training to LEAs, families, and others to support students with disabilities with chronic health conditions to promote their participation and success in school. TA and training are available upon request of the LEA.
