• Bulletin 1922, Compliance Monitoring Procedures
• Changes to Chapter 3 regarding the on-site visit are being advertised in the
Louisiana Register. A second public hearing was held on December 29th. It is
anticipated the changes will do into effect on February 20, 2017
• Bulletin 127, LEAP Alternate Assessment Level 1 Extended Standards
• Changes to Bulletin 127 to reflect the Louisiana Connectors work are scheduled
to begin the notice of intent process on February 20, 2017

Bossier Parish Public Schools presented on implementation of Act 303 (2016)

• The first round of data collection related to how many diplomas were issued
under this Act concluded January 30, 2017 and indicated that 60 diplomas have
been issued.

February 1 MFP Child Count
To be included in the MFP Child Count, a student must have the following:
• A current evaluation disseminated on or before February 1
• A current IEP with a team meeting date on or before February 1
• Active services beginning on or before February 1
After February 1, LEAs have until February 28 to verify and clean up their data to
ensure all data is submitted.

Child Count Reports
LEAs should run the following reports:
• Counted report: an alpha listing of all the students
included in your child count.
• Not Counted report: a list of students not included
in child count by reason.
• Listing by teacher: to ensure that students are
assigned to the correct teachers (LEADS, HQ).
• Summary report: a child count total by race,
exceptionality, gender, etc.

with a current IEP
• SER/SIS Cross Check (Child Count Compare): Compares the current SER child
count to SIS data as of the count date

mindful that the report will display to match the IEP.

• Type the grade in the box to indicate the third most recent year
• Example: for a student who repeated 8th grade (since 8th grade cannot
be checked twice)

Assessment Accommodations
Text Read Aloud Clarification:
• Students that receive the accommodation of test read aloud for any content
area can receive this accommodation through text-to-speech on the online
assessment or through an audio or Kurzweil file for paper based assessments.
The audio or Kurzweil file should be requested by the DTC under the Additional
Materials tab in eDIRECT.
• Since students who have test read aloud can be administered the assessment in
a regular setting, small groups for these students is not required in the logistical
planning of assessment administrations. If small group was previously selected
on an IEP or IAP for logistical purposes for a student that had the
accommodation of test read aloud, the IAP or IEP does not need to be
amended. However, if a student has an accommodation for a disability of small
group, that student must receive the small group accommodation.

ESYS Funding
• During the 2016 state budget process, FY2016-2017 funding for ESYS was
eliminated from the Department’s budget.
– This cut was part of the State’s effort to eliminate the budget deficit.
– This was a permanent, line-item cut to the Department’s budget.
• Concern:
– Using IDEA funds to cover the costs previously funded by ESYS funding
will be considered supplanting.
• Response:
– IDEA does not look at a cost by cost expenditure when determining
maintenance of effort (MOE)
– As long as the LEA has maintained MOE, there is no presumption of
supplanting.
– This would allow for the ESYS expenditures, which are IDEA eligible, to
be shifted to the IDEA grant.

APR Next Steps
• The APR will go through a clarification period with the federal government. Once
the data are final and complete, LDOE will post a link to the APR on our website.
• LDOE will issue Performance Profiles, which show your LEA’s progress against
these targets, in early summer. They are part of your LEA Determination package.

Communication Needs
This technical assistance project, funded by the LDOE, will be offering training for
school district teams in planning and executing “best practice” communication
plans for targeted populations.
• Who: Teachers, related service personnel and parents supporting preschoolers with
cochlear implants and students of all ages with complex communication needs
• Where: Regional Louisiana Assistive Technology Initiative (LATI) Centers

Children’s Hospital
Ventilator Assisted Care Program (VACP)
VACP provides expert, specialized medical technical assistance and training to LEAs, families,
and others to support students with disabilities with chronic health conditions to promote
their participation and success in school. TA and training are available upon request of the
LEA.

school
• EBR: school nurse training for 2 trach students going into the school
